This is the decision of the Licensing Commission of the Football Association of Montenegro.

"After reviewing the complaints and supporting documentation, the Commission accepted Buducnost's complaint and issued the club a license to compete in UEFA competitions. Along with Buducnost, licenses were also granted in the first instance to Sutjeska, Mornar, Dečić, ŽFK Buducnost and ŽFK Breznica," reads a statement on the FSCG website.

The commission, on the other hand, rejected Petrovac's appeal, and instead Sutjeska will go to the Conference League qualifiers. A place in the Conference League qualifiers also awaits the Cup winner - Dečić AdmiralBet or Mornar.

"Petrovac's appeal was rejected as unfounded, because the club did not submit the necessary documentation prescribed by the UEFA Regulations on the Licensing and Financial Viability of Clubs for Club Competitions organised by UEFA within the prescribed period. In accordance with Article 106 of the Regulations on the Licensing and Financial Viability of Clubs for Club Competitions organised by UEFA, if the club applying for a license does not submit the required documentation in the prescribed manner or if it does not submit the required documentation within the deadlines prescribed by the Regulations, the issuance of a UEFA license must be refused," the Licensing Commission's explanation reads.
