The statement of the FSCG Safety and Security Commission, which was posted on the Alliance's website and signed by the President of the Commission, Miloš Radulović, is reproduced in its entirety:

"The Security Commission of the Football Association of Montenegro takes this opportunity to inform all fans and football enthusiasts about the measures and actions taken in the organization of the World Cup qualifying match between the national teams of Montenegro and Croatia, as well as the procedures that will be applied when entering the stadium.

The Montenegro - Croatia match, which will be played on November 17, 2025 at the City Stadium, starting at 8:45 PM, has been declared a high security risk match, which entails special measures in the organization of the match, all in accordance with the Law on the Prevention of Violence and Inappropriate Behavior at Sports Events.

In accordance with the aforementioned law, all tickets for the match are personalized and are valid only for the person whose name is on the ticket. At the entrances to the stadium, the identity of spectators will be checked in order to prevent abuse, so it is necessary for all ticket holders, except minors, to have an identification document (ID card or passport). In the event that during the identity check it is determined that the name on the ticket does not match the name on the personal document, the ticket will be confiscated and access to the stadium will be denied.

Fans of the Croatian national team can purchase tickets for the match in Podgorica exclusively through the Croatian Football Federation and all available tickets, in accordance with the Competition Regulations, have already been forwarded to the Croatian Football Federation. In the event that citizens of the Republic of Croatia come into possession of tickets for the match that do not fall within the contingent forwarded to the Croatian Football Federation, they will be prevented from entering the stadium, while proceedings will be initiated against the person who owns the ticket in accordance with the Law on the Prevention of Violence and Inappropriate Behavior at Sports Events.

"On this occasion, we appeal to refrain from unauthorized distribution of tickets and call for fair and sporting cheering at our largest stadium in the match with the Croatian national team," the statement from the Safety and Security Commission, signed by its president, Miloš Radulović, states.
