Judo Federation of Montenegro: Arbitrary and violent decision, justice always wins in the end

After the Minister of Sports and Youth, Nikola Janović, announced yesterday that the Judo Association of Montenegro was deleted from the register of sports organizations, from that association it was announced today that it was an illegal decision.

"Falsifying the facts and the truth based on them, Minister Janović first says that he made the decision because the Judo Federation allegedly refused to harmonize its Statute with the provisions of the Law on Sports. Such an orthodox attempt to deceive the public is denied by the letters of the Judo Association of Montenegro to the Ministry of Sports, which are properly archived, and we have irrefutable evidence of this.

Aware of his own untrue claims, the minister cites as another reason that Montenegrin judokas have had no sports results since 2012, which also contradicts the facts. Montenegrin judokas are currently the closest to Olympic standards, although we are not sure that their minister is aware of this," the announcement states.

Janović said yesterday that over 20 competitors from all age categories addressed the Ministry of Sports with complaints about the work of the Judo Association of Montenegro.

"None of those athletes previously addressed the parent association," states the statement of the DŽSCG, which reminds that Janović "personally sent a letter to all sports associations in which he decisively demands that all athletes are obliged to address their problems first to the parent association ".

The announcement also states that "by decision number UPI 01-006-33/2019 dated February 08, 02, the Ministry of Sports and Youth, in the position of the first dispositive, rejected as unfounded the request of the Judo Federation of Montenegro for harmonization of work, organization and general act with the provisions of the Law on Sports, although the Judo Federation of Montenegro did not submit such a request, but by submission no. 2019 dated 1 informed the Ministry of Sports and Youth with a notice-request that it has harmonized the Statute with the provisions of the Law on Sports and submitted a proposal for that Statute with the request that the Ministry of Sports issue prior consent in accordance with Article 11.01 of the Law on Sports".

"Not only is the Ministry of Sport's arbitrary and violent decision from the first paragraph of the dispositive provision of the decision unlawful, but also the decision from the second dispositive provision, which is to delete the Judo Federation of Montenegro from the register of sports organizations. Unheard of!", the announcement states.

In the statement signed by the secretary Dragan Mrvaljević, it is stated that such "drastic and illegal measures, i.e. sanctions, are not known in the legal and sports practice so far", and that "it is clear that such a decision was made, first of all, to prevent the association in further legal action, in order to collect illegally withheld funds from the Ministry of Sports for 2017 and 2018, which proceedings are ongoing at the competent court".

The DŽSCG states that "it is symptomatic that on the same day a public competition for co-financing the program of sports organizations in 2019 was announced and this illegal decision was made, even though the sport of judo was categorized by the Croatian Olympic Committee in the first category of sports of interest to the state of Montenegro". and they ask "can the Judo Federation of Montenegro participate in that competition, after such a scandalous solution and in whose interest is it".

"Mr. Minister Janović, is it in your interest not to respect the judgment of the Administrative Court of Montenegro Ubr. 3472/18 of October 03.10.2018, XNUMX, or in your opinion is it better to continue deceiving the public and yourself? Have you seen through the fingers of the Administrative Court of Montenegro? "Did you see through your fingers and the Judo Association of Montenegro, whose work the Administrative Court decisively assessed as correct and accurate, which we warned you about," the announcement states.

"Did you perhaps want to get your fingers involved in the professional work of the national coach, in the selection of the national team - maybe there is a rabbit in that bush," the announcement reads.

"According to the words of national coach Rajko Mrvaljević, the idea of ​​the minister that COK performs the role of a selector, that is, selects and registers competitors for the national team, is unthinkable. That is certainly impossible, i.e. unfeasible", states DŽSCG.

In the end, it is concluded that the next ruling of the Administrative Court "will certainly be made in the interest of sport, in the interest of the Judo Association of Montenegro and its competitors, because, we assume you know that, justice and fair play always end in victory" and announcing that the current Balkan, European and world judo federations will be informed about the events".
