The circus continues - The Sports and Youth Administration informed the national federations yesterday at 9:2022 a.m. that the signing of the contract on the use of funds for the co-financing of sports organizations' programs in 12, which was scheduled for XNUMX:XNUMX p.m., has been cancelled. Without any details, only with a note that they will be informed about the new signing date as soon as possible.
Not long after, it was revealed what was hidden behind such a message - the acting director of the Sports and Youth Administration, Marko Begović, canceled his own decision on the allocation of funds for the implementation of the program to sports organizations in 2022 and requested that the Commission for the evaluation of the program meet again.
"The Decision on the allocation of funds for the implementation of the program of sports organizations in 2022 no. 01-1050207-614/22-206/6 from March 23, 2022. The decision enters into force on the day of its adoption," the document on the Government's website reads.
Begović's first decision caused a real storm. After several postponements of the sessions due to the absence of president Milica Kadović and a change of representatives of the Council for Sports (Milan Tičić instead of Jovanka Radičević) and among top athletes (Anđela Bulatović was succeeded by Vlada Šćepanović), the Commission for evaluating programs and determining the amount of funds allocated to sports organizations met several times and after evaluating the program and special scoring determined how much money should be paid to whom.
When the acting director, on the last day of his mandate at the time, received that decision, he changed everything - suddenly 3,6 million euros were available for distribution, not exactly three million, as the Commission was "dealing with", but he decided to adjust the amounts.
That's right, e.g. Montenegrin Olympic Committee, instead of increasing the Commission's proposal by 20 percent, i.e. for 64.000 euros, reduced the allocated amount by 100.000.
The amounts for the Ski Association (from 60.000 to 45.000), the Tennis Association (from 60.000 to 55.000), the Taekball Association (from 30.000 to 5.000), the Auto and Karting Association (from 7.000 to 500), and the funds intended for Rugby have been increased by 150 percent. association (from 20.000 to 50.000), Muajtaj association (from 6.000 to 15.000), and Dance and Powerlifting association (from 4.000 to 10.000).
Because of this, as well as false representation in the role of Acting Director of the Administration for Sports and Youth, the Civic Initiative "Responsible" filed a criminal complaint against Begović with the Special State Prosecutor's Office.
The application states that only the Commission, according to the Rulebook on the conditions, method, procedure and criteria for the allocation of funds and control over the implementation of programs of sports organizations, "has the authority to evaluate programs and determine the amount of funds for financing".
All this influenced Begović to cancel his original decision and request a new report from the Commission.
"Keeping in mind that the amount of 3.600.000,00 euros is planned for the distribution of funds, and the Commission submitted a report with a proposal for co-financing sports associations in the total amount of 3.000.000,00 euros, due to this circumstance it is necessary to make a new proposal with the report of the Commission and deliver it to the Directorate for Sports and Youth, which will make a new Decision", says Begović's decision yesterday.
The question, however, is how the Gordian knot will be untied, which the acting director himself has tangled. As "Vijesti" unofficially learns, some of the members of the Commission do not want to sit again, which could lead to a new extension of the deadline for allocating money to the federations, COK and POK.
In that case, the federations would be forced to wait for funds until who knows when, and the question is how much will be allocated to them, because everything that was thought to be over until now was canceled yesterday.
The Solomonic solution would be for the Commission to increase the amount to all organizations by 20 percent, as much as the larger budget available, and for Begović to sign it already today, but that scenario is too ideal to be realistic...
Write-delete on the Government website
The initial Decision of the Administration for Sports and Youth on the allocation of funds to sports organizations, which was posted on the Government's website on March 23, was simply deleted. The link it was on now says "The requested content was not found, or is no longer available", along with the famous 404 error, which appears when some content has been deleted. However, the decision was subsequently uploaded to the website www.gov.me, but the new date is April 1.
Interestingly, at the last session, the government declared as many as 27 acting general directors of various directorates to be full-term directors, and only Marko Begović and another former acting director received an extension of that status.
Perhaps such a decision was made due to the decision of the Administrative Inspection, which assessed that the former tennis player did not meet the requirements to be the director of the Directorate for Sports and Youth, because at the time of his appointment he had three years and seven months of work experience with the VII1 level of education qualification, and it is necessary Fri.
Begović complained about it, and the appeal postpones the execution, which allowed him to remain in office, i.e. gets a new acting mandate.
What is the truth about the Anti-Doping Commission Council?
"Vijesti" announced on March 9 that the legal deadline for the formation of the Council for the Anti-Doping Commission had expired, but in the responses of the Directorate for Youth and Sports it was emphasized that "the members of the Council for the Anti-Doping Commission were appointed: Jovanka Radičević - Council for Sports, Aleksandar Radović - COK and Aleksandar Kujović - POK".
The question is, then, how did the Government only make a decision on the establishment of the Anti-Doping Commission on March 31, which states that the members of its Council are appointed by the Sports Council, COK and POK? It is obvious that there is no clean business...
According to the Law on Amendments to the Law on Sports, which was published in the Official Gazette on November 26 last year, the legal deadline for forming the Council of the Commission is 90 days from the date of entry into force, i.e. until March 4, and that the Council is obliged to adopt the Statute in 30 days. However, nothing came of it.
"The day after the media wrote that the Council of the Commission had not been formed, the acting director of the Sports and Youth Administration, Marko Begović, initiated a meeting via the Zoom application with us as proposed members, and that was the first time we were contacted. The conclusion of the meeting, despite the fact that Begović insisted that we are members of the Council of the Commission by the suggestion of the Sports Council, COK and POK, was that it must be verified by the Government or the Assembly, in order to have legal validity".
"Mr. Begović then said that the process of establishing a commission in the Government has been going on for a month and that at the first next session he will pass an act on the establishment of the Anti-Doping Commission." We also suggested that there are legal shortcomings in the Law on Sports and that this must be supplemented by whoever is competent to make a decision on the formation of the Anti-Doping Commission Council, in order to create the preconditions for the start of our work. We absolutely agree that politics has no place in sports, but legal norms must be respected and legal responsibility must be borne for making decisions that affect athletes due to their safety and to enable them to participate in all competitions, both domestic and foreign."
"From that day until March 31, when we learned that the Anti-Doping Commission was formed, not a single meeting was held. In fact, until today, no one has informed us, as proposed members of the Council of the Commission, about further steps and our obligations.
