Now I guess it's finally over - Marko Begović made a decision on Monday from the parent Ministry of Education, Science, Culture and Sports (MPNKS) which allows 3,6 million euros to be distributed to national sports organizations, the Commission for Allocation of Funds determined to whom it belongs, and the acting director of the Sports and Youth Administration signed its decision, without any intervention.
This, I guess, put an end to the almost three-month agony that the Montenegrin federations went through, because the Public Competition for co-financing the program of sports organizations was announced on January 28.
The first commission was dissolved, because the president, state secretary of the MPNKS, Milica Kadović, did not appear, and when the second one finished its work, Begović changed almost all of its amounts and caused the anger of members Anđela Bulatović and Milan Tičić, who publicly announced that he had deceived them .
The Acting Director subsequently reversed his decision, justifying himself by saying that the Commission had distributed three million euros, although 600.000 more were available.
By doing so, he probably wanted to avoid criminal responsibility, because he had no right to rewrite the opinion of the Commission.
Now Begović, probably in his last days as acting director (the Ministry of Sports is being established, which will be led by the former head of the Directorate for Sports and Youth, Vasilije Lalošević), has approved everything and sent invitations to the federations to sign contracts.
Like the previous decision, this one will cause a lot of controversy.
One of the biggest winners of Begović's previous distribution, the Volleyball Association, is now the biggest loser, because instead of the expected 350.000, they will receive 250.000 euros.
Funds for Rugby (from 50 to 30 thousand), Table Tennis (from 60 to 44) and Gymnastics (from 40 to 30), and the Handball and Basketball Associations, which in the previous decision received a maximum of 15 percent of the total funds, were also significantly reduced in percentage. ie 540.000, now they will have to settle for 520, or 500 thousand.
Half a million euros went to Water Polo and the Swimming Association of Montenegro, 60.000 more than in the previous distribution, with the obligation that part of the funds (from 80 to 100 hliad) be spent exclusively on swimming.
The amount allocated to the Montenegrin Olympic Committee was also increased by 60.000 (from 220.000 to 280.000), but this is again significantly less than what was determined by the previous Commission - at that time 320.000 was allocated, which with an increase of 20 percent, would have made the budget larger. , should have been 384.000.
Tennis (from 55 to 85 thousand), Boxing (from 100 to 130), Ski Association (from 45 to 60) received significant increases...
However it was decided, it was time to finally put an end to this charade and for the unions, which have been practically prevented from doing business as usual, to finally get the money to be able to function.
