The Ministry of Sports and Youth has submitted the Draft Law on Amendments to the Law on Sports to the public debate, and on this occasion invites citizens, the professional public, sports organizations and all other interested parties to participate in the public debate in the next 20 days and give their input in consideration of the Draft Law on Amendments to the Law on Sports.

  • Improvement of the financing model of sports umbrella organizations and national sports federations by abolishing the public competition and introducing the obligation of mutual consultation between the Ministry and sports organizations. In this way, umbrella organizations of sports and sports federations would no longer be in uncertainty when it comes to funding from the state, but the level of responsibility in planning regular annual activities increases;
  • Specifying the procedure for the election of the Council of the Anti-Doping Commission as well as the financing of its regular activities in terms of control of compliance with anti-doping rules;
  • Simplification of the registration procedure of sports organizations to the extent that it is objective;
  • Improving the position of the umbrella organization of sports - the Montenegrin Olympic Committee through harmonization with the International Olympic Charter and the introduction of a safer and more independent financing model and the creation of assumptions for the establishment of the Montenegrin Olympic House;
  • Introducing the obligation to choose the athlete of the year and the corresponding award for the achieved result in the category of Paralympic sports, which further strengthens the position of the Paralympic Committee and additionally values ​​the results of our Paralympians;

"As part of the public discussion procedure, a round table will be organized in Podgorica, the date of which the Ministry of Sports and Youth will inform the public in a timely manner.
