The Italian from Mercedes did it in a photo finish, recording a time 43 thousandths faster than Max Verstappen.
As the championship leader crossed the finish line, Charles Leclerc crashed into the wall and damaged his Ferrari, in which he had taken the lead a minute earlier on the penultimate lap.
Lewis Hamilton finished third ahead of Leclerc, and Red Bull driver Isak Hajar will start in fifth place.
Sixth was George Russell from Mercedes, followed by McLaren's Oscar Piastre, while eighth was his teammate, current champion Lando Norris...
The race for the Monaco Grand Prix takes place on Sunday from 15 p.m.
