In his closing remarks, Čapuni said that they are not convinced, that they think that the investor is not coming to Montenegro, but someone wants to deal in real estate transactions, that he is coming through Serbia, and that the project is not financially viable. He also delays the large amount of plots that would be given to the investor, as well as the 90-year lease, and that it obviously hurts the unity of the people of Ulcinj.
He thanked everyone who provided support, and that he believes that in their ancestral homeland, something new is being created and buildings are being drawn on the territory of this southern municipality. He also held up a photo with a statement by the executive director of the Europe Now Movement, Vlado Bojović, which reads "Big beach, big questions, big money..." and one with a statement by the party's MP, Tonći Janović, about an investment of 30 billion euros.

Asked where they will build if the people of Ulcinj do not allow construction on Velika Plaza and when construction will begin, Adžović added that it is not the unity of Ulcinj that hurts, but hypocrisy. She reiterated that there will be no investments in municipalities that do not want it, and that she will communicate everything with them.
Vuković said that the Parliament heard claims that the United Arab Emirates has similar agreements with Italy and the USA, but that these documents are not like what is being prepared for Montenegro because they relate to microchips, aluminum and artificial intelligence. He reiterated that the next steps are entering the zone of criminal liability.
"While we in Montenegro are fighting the ghosts of the past, someone is stealing our future," he emphasized.
Ćalović Marković added that Adžović is the last one to talk about hypocrisy, that the process should have been conducted differently and that it depended on those who were involved.
"I think that if Saša Mujović were in your place, he would have dared to stop Brskovo, and he was under enormous pressure, that this debate would never have been conducted like this. I think that there are more people among PES MPs like Mujović, that they would never have voted for this, because there are people who have a backbone, a pocketbook, and people who are only interested in an office. I think it is crystal clear to citizens who falls into which category today," she stated, adding that the more the Government represents investors, the greater the resistance of citizens will be, because citizens need to remember who raised their hand in parliament.
She stated that the Government is acting as if citizens have the memory of a hummingbird.
Vuković said that the plans for the valorization of Velika Plaza talk about a higher number of floors along Port Milena, and that this was done 40 years ago and that the number of floors decreases as you go south along the beach. He also stated that according to these plans there is no construction near Ada Bojana.
The show's author, Petar Komnenić, asked how it was determined that Muhamed Alabar was a credible investor, especially the one they pulled out of the hat.
Adžović stated that the "Belgrade on the Water" model is unacceptable and that the comparison is biased, and that planning documentation is under the jurisdiction of the Government. She explained that the Law on Spatial Planning is in force, but tourism projects are being built within this scope.
Asked how much the expropriation of 20 million square meters of land would cost, Adžović said that the Ulcinj Municipality offered them Ada Bojana because it was state-owned, which is prohibited. Komnenić pointed out that Čapuni and Adžović were talking about state-owned land like a cake, and asked whether Adžović would apologize to Ćalović Marković for the dirty campaign.
"It is not enough to just distance ourselves from it, I insist and appeal to the competent authorities to pursue this to the end," she stated.
Čapuni added that they had requested the study of Velika Plaza much earlier, and that construction in Ada Bojana was in the Spatial Urban Plan. Komnenić emphasized that the land is a state resource and not the property of the Municipality of Ulcinj.
Čapuni stated that decentralization of planning is necessary because interventions on the Big Beach from the state level have already caused problems in Ulcinj.
Vuković said that the comments of the MANS director were derogatory and that they did not work for anyone, except for the state interest, but that Ćalović Marković had a pre-formed negative opinion about that party.
She reiterated that they are doing everything in the interests of former DPS leader Milo Đukanović.
Vuković added that their parliamentary group, at the peak of "Europe Now 1" populism, was the only one to vote against it, and that Ćalović Marković claims that the New Serbian Democracy and the Democrats voted for the interests.
"This deal that the Government intends to push us into is financially controversial because you are giving away land worth 20 billion euros, you will equip that land with citizens' money, all with a Spatial Plan that explicitly prohibits the construction of a marina on Velika Plaza. In the name of public interest, you will carry out expropriation that Montenegro will pay for, you will give the plot to someone who says 'I build apartments and make people happy'," he said, adding that they did not vote because they do not want to legitimize what the Government plans to do with their vote, but also because someone will be held criminally liable in the future.
Vuković added that he asked Adžović about the violation of the Stabilization and Association Agreement and that she told him that everything was in accordance with that document, while village Some time after that, European MPs said that not everything was right.
He stated that three negotiation chapters with the European Union are suffering and that he fears that the Government will bury Montenegro's European perspective.
The show's author, Petar Komnenić, asked whether Vuković believes that skepticism in the case of DPS is justified and whether their traces are recognized in the entire process. He claims that DPS media pools have been creating derogatory headlines in Informer, which has also been copied in recent days by the Europe Now Movement bots.
Vuković stated that everyone who is running these campaigns should be ashamed, and that they are talking about conspiracy theories and cooperation with Serbia, even though he himself was arrested a month ago in that country.
Ćalović Marković stated that the situation in Montenegro resembles the "Belgrade on the Water" project, and said that citizens would not agree with the construction on Velika Plaza and that the European Union and the Municipality of Ulcinj agree with the project.
She added that the existing spatial plans were drawn up by Branimir Gvozdenović, who is now awaiting arrest every day, and that he planned a higher number of floors on Velika Plaza, after which the government fell. She claims that new governments have worked according to the old plans, including the 43rd Dritan Abazović, and that now the government of Milojko Spajić is doing the same - without anyone drawing a line and checking the plans. She then addressed DPS MP Ivan Vuković.
"We live in a kind of surrealism where we have a parliament speaker who plays the Dalai Lama and occasionally shows his true colors and DPS who plays the role of conscious environmental activists. Now DPS is defending me from what DPS has set up for me under their regime. My opinion is that those who voted in parliament did the dirty work for you, that you left parliament when you realized that they had a majority to do the job. If you wanted to stop this, you could have. We were trying to gain as much time as possible, waiting for someone to figure out why they were sitting in the parliament or until the European Union reacted," she pointed out, adding that Vuković could have scheduled a parliamentary session of the Committee and thus prevented the vote on April 21.
Citizens, he claims, regardless of political party, will say no. He states that experts should be brought in and asked about this location, or that they should propose five ways to use Velika Plaza, either through concreting, natural or health tourism, after which a public debate would be scheduled and a model chosen.
In a video address by the editor of the economic section of the Serbian "Radar" newspaper, Milan Ćulibrk, said that at the beginning of April, Muhamed Alabar, whose company has a two-thirds stake in the local project "Belgrade on the Water", paid a portion of the dividend based on last year's profit. He explained that the company's profit was 64 million euros, of which 12 million, or a fifth of the amount, was paid into the Serbian state treasury.
"So far, since 'Belgrade on the Water' was founded, back in 2014, 32 million euros have been paid in dividends, five euros per inhabitant of Serbia. When divided over this period, that's less than half a euro per year, if that's a profit for citizens, then kudos. According to the contract, the moment Alabar builds a building, the land belongs to that company. In the first round, Alabar received 177 hectares as a gift from the state, and in the second round, it will receive another 327, which is more than the municipality of Vračar," he said, adding that the state could earn 10 billion euros for the budget by selling land in this location.
The state bore all costs, provided land free of charge, bought up private companies to transfer the land to "Belgrade on the Water", and the bus and train stops were removed.
He stated that Serbia spent public money to ceded land to the investor, and that "Beograd na vodi" owed Belgrade 150 million euros because they had to build communal infrastructure.
The author of the show, Petar Komnenić, asked whether the beginnings of these projects could be linked to the DPS and the interstate relations of state rulers, and referred to a photograph of the former president of Montenegro, Milo Đukanović, Serbia's Aleksandar Vučić, and Muhamed Dahlan.
Ćulibrk believes that this is where the beginning should be sought and that Montenegro started this business, so they left the work to Serbia due to its profitability and easier construction, while now the debts are being repaid.
The show's author, Petar Komnenić, emphasized that he was concerned that the national interest was being threatened, and that ministers and MPs were not interested.
Ćalović Marković stated that their opposition only applies to locations for which there is no citizen consent. She pointed out that the Government should logically provide investments in the north due to underdevelopment, as the southern municipalities are opposed.
"Velika plaža will remain preserved, now Brussels will protect it from you, the European Union protects it. Velika plaža is unique. You heard the rapporteur for Montenegro, you are no longer dealing with some dilettantes, you are dealing with people who know what they are talking about," she said.
Adžović asked what would happen if the European Commission did not give a negative opinion. Komnenić added that nothing was known until the investors entered through the back door, so Adžović asked why they were now relying on that opinion.
Čapuni stressed that the situation regarding the agreement was prepared earlier, while regarding the exit from the Government, he emphasized that much can still be done as part of the executive branch. He stated that they learned about the adoption of the agreement via "Whatsapp".
He said that they want a dialogue with Spajić and not just with Adžović, because he gave the exposé and agreed with them about joining the government.
"We are fighting, within the Government, in front of the Government, within the Parliament, in front of the Parliament... That Government is not Milojko Spajić, that Government had Saša Mujović who said no to large projects. On December 9, a public debate was opened on the Draft Law on Strategic Investments, on January 31, the report on the public debate on that draft was adopted, on February 11, the Prime Minister goes to the World Government Summit in Dubai, on February 24, an amendment to the Law on Expropriation is proposed, at a "WhatsApp" session, without the consent of six municipalities, a plan for temporary facilities in the maritime zone was approved. On February 18, a call for public bathing areas was issued, on February 27, the deadline was extended to March 11, on March 6, the company "Eagle Hills Montenegro" was registered, on March 11 we learn that they submitted bids for 19 bathing areas and won nine," he pointed out and added that they then had a meeting in which Spajić claimed that Alabar is a successful businessman.
He emphasized that then the President of the Municipality of Ulcinj, Genci Nimanbegu, had a meeting with Alabar and Spajić in his Cabinet, after which Nimanbegu asked him to explain the vision of development for Ulcinj. Čapuni stated that then, as a Municipality, they adopted a set of conclusions stating that they did not want a megaproject on Velika Plaza, after which the Government, as he claims on "WhatsApp", adopted the platform in 33 minutes. After that, as he claims, they went to Dubai and signed the agreement.
Adžović stated that Čapuni skipped the March 12 meeting, so she asked if they would vote for the agreement if the lease was accepted and the Law on Maritime Domain was amended. Čapuni emphasized that they did nothing purposefully or deliberately.
Ćalović Marković stated that she had never experienced different sectors protesting together against the agreement and that Velika plaza, Buljarica and Jaz are state property, meaning that a part belongs to each citizen and they have the right to ask questions.
When asked by the show's author Petar Komnenić why they did not vote on the agreement in the Parliament, Vuković said that such statements were not correct and that they were in parliament for two days and that they were against the agreement.
"We said that this is a way to de facto give a foreign investor 20 million state and private property worth 20 billion euros. We spent the whole day there and had there not been these interventions, the agreement would have been adopted last week. Why did we choose to leave? For the same reason from June last year, when the Resolution on the Genocide in Jasenovac, Mauthausen and Dachau was on the agenda, which we criticized the most, we left the assembly hall because we did not want to legitimize the election of the Assembly and we wanted to see what the majority that will make the decision looks like," Vuković said, adding that this is their right.
He pointed out that there is no protection, so he believes that the Constitutional Court is not competent to deal with the issue of the agreement. Komnenić asked him why the DPS reaction was mild, while Vuković stated that, along with the Social Democrat MP Boris Mugoša, they made the greatest contribution. He asked when the public first heard about Muhamed Alabar and the valorization of Velika plaza, and added that they only heard about them during the beach tender and that good relations should be built with the Emirates – but not at the expense of state interests.
Adžović pointed out that Prime Minister Milojko Spajić did not ask investor Muhamed Alabar to design a megaproject on Velika Plaza, but rather that this happened at the request of the President of the Municipality of Ulcinj, Gencij Nimanbegu, to see what kind of facilities were planned at that location.
Commenting on her statement on social media, "This is the new legacy we owe them, the one we build on knowledge and progress," published by the Europe Now Movement, Adžović pointed out that the statement is based on knowledge and progress, not property.
Ćalović Marković pointed out that many questions remained unanswered, and that Adžović continues to answer with platitudes.
"There is no agreement that has been adopted that has created such a big problem, not even during the DPS era. I think that this process, the engagement of NGOs and MPs has managed to expose all the shortcomings of the process and the fact that elementary procedures were skipped. If only we had waited a little longer, one day, we would have heard the opinion of Brussels. We from the NGO sector persistently insisted that this was contrary to the Stabilization and Association Agreement, and then that message came the day after the agreement was adopted," Ćalović Marković pointed out, adding that the Competition Protection Agency warned that it should have been consulted throughout the process.
She stated that the Agency had stated that it would be bad to act after the adoption of the agreement because it would hinder cooperation. She pointed out that the rush had created great doubts about the process, and that a large number of people had raised their voices, which Brussels had heard – and which was confirmed by members of the parliament there. She added that she expected the President of the country, Jakov Milatović, to return the agreement to the Parliament.
The author of the show "Načisto" Petar Komnenić reminded that the Parliament adopted two agreements between the Government of Montenegro and the United Arab Emirates, one relating to economic cooperation and the other relating to cooperation in the field of tourism and real estate development.
Ćalović Marković stated that the public had the opportunity yesterday to see what Brussels thinks about all this, while Čapuni said that this is a problem of the century and that a "hole" is opening up for five generations of citizens even though the Government's mandate is only four years.
Adžović stated that this is a project and a development opportunity for Montenegro, and that it is unlikely that everything was done due to the investors' haste, considering that this is an interstate agreement.
"Would it have calmed the reaction if the agreement had been communicated for longer? I have emphasized on several occasions that we have more than 300 laws in the system on the ratification of agreements, and not a single one has been subject to a public debate. I completely understand that speed can arouse discontent and suspicion, and there is no basis in that regard in terms of behind-the-scenes actions," said Adžović.
She added that at no point did she say that there was no interest in Velika Plaža in Ulcinj, but that the agreement shows that the goal was not to immediately introduce the investor into the business.
Vuković stated that the project could have profound consequences for the European integration process.
