The fact that the Onogošt hotel was valued between 15 and 20 million euros, and sold for only one million to the Comp-comerc company of businessman and DPS official Ranko Jovović, is only the beginning of the lawlessness that accompanies its privatization - claim the "Peace is our nation" coalition.
"The company received two credit arrangements from the IRF in the amount of one million and one and a half million euros in order to buy and reconstruct that hotel, and after that it also received subsidies on the interest rates of the IRF, in the amount of 30 euros" , said the vice-president of the Democrats, Momo Koprivica.
This was followed by enormous state aid of 350.000 euros, says Koprivica, who then questions the fact that the state offices of the Misdemeanor Court, the Administration for Inspection Affairs, the Administration for Customs and the Administration for Food Safety, Veterinary and Phytosanitary Affairs under the Ministry of Agriculture have moved into the hotel. It raises the question of whether any businessman from Nikšić received this much unearned income.
"Is it normal for the state to sell an attractive hotel for nothing, and then help pay off the one who bought it, i.e. privatized it? Is it normal for the state to sell a hotel for nothing, and then that hotel, after that privatization, lives on payments from the state" , asks Koprivica.
The coalition specifically referred to the part of the hotel that has been converted into a student dormitory, where the contract provides accommodation for 260 students, at least 10 months a year, for a period of 20 years. If maximum occupancy is not ensured, the state pays penalties.
"If partial occupancy is not ensured, no matter what that means, the state pays a fixed contractual penalty in the amount of 100.000 euros. Therefore, the hotel is fully guaranteed profit, and the only losers can be the state and the students," Koprivica explains.
They showed the public invitation and the public-private partnership contract, which they claim is a classic set-up, that is, the Jovovićs got the hotel even before the expiration of the public invitation.
"The decision was made three days before the deadline for submission of bids expired. This is an unprecedented act, rarely seen insolence and legal nullity, and the question arises as to whether anyone evaluated and evaluated the bid," said Koprivica.
"There are no clear, stimulating rules that would apply equally to everyone. That is why it is a system of irresponsibility and the results are disastrous for citizens," said the president of OO Demosa Nikšić, Ksenija Milović.
Since the Law on Public Procurement was not complied with, but the contract, as they claim, was concluded in accordance with the law that cannot apply to it, they announce the initiation of legal procedures to review the legality of this and similar public contracts.
