After last week the Commercial Court declared bankruptcy in the company Vektra Montenegro, owned by businessman Dragan Brković, the bankruptcy administration announced an appeal to see if, by selling the property, they would try to collect from the creditors, bankruptcy administrator Radojica Grba confirmed to Television Vijesti.
Representatives of the government and the opposition in the parliamentary Committee for Economy, Finance and Budget agree that in the case of this company, the state has failed, for years tolerating millions of debts and irresponsible operations, and everyone will suffer the damage - from the state, through employees to other creditors.
This company alone owes over five million euros in taxes to the state of Montenegro, and all Brković's companies owe around 19 million.
Total debts of around 170 million, the value of the company minus 16 and a half million euros - these are the latest balance sheets of the company Vektra Montenegro, in which the Commercial Court declared bankruptcy last week.
Bankruptcy administrator Radojica Grba says that, with the approval of the Board of Creditors, he will appeal the bankruptcy decision, after which the Court of Appeals has one month to confirm or reject the decision.
After that, it will be known whether the property or the entire company will be sold, in an attempt to settle debts.
What are the consequences of the bankruptcy of the company, which has been on the black list of taxpayers for years?
"Everyone who had claims from Vektra will not be able to collect them," said Raško Konjević, a member of the Parliamentary Committee for Economy, Finance and Budget and a deputy of the Social Democratic Party (SDP).
The company of businessman Dragan Brković owes the state about five million and 200 thousand euros in taxes.
Her giro account has been continuously blocked for almost five years.
Miloš Konatar from the Civic Movement URA, also a member of the Committee for Economy, Finance and Budget, explains the consequences, but also the cause of this state of affairs.
"This is another typical example of a company that has crony-friendly-political ties with the top of the DPS (Democratic Party of Socialists) and as a rule, unfortunately, the citizens of Montenegro and the state will pay the price. We are talking about tens of millions of euros in debt to both the workers and the state, and at this moment they will unfortunately suffer the most damage," Konatar said.
Due to large debts, the company was in bankruptcy in the period from 2012 to 2015, but through reorganization.
The so-called previous bankruptcy procedure was reintroduced in April 2019, at the request of the Swiss bank - NLB Interfinanz, which for years claimed about 55 million euros, based on unpaid loans.
Bankruptcy in Vektra Montenegro was then introduced in January of this year, no one submitted a reorganization plan within the legal deadline, and the public bailiff seized the Mustache company and it became the property of a bank from Zurich.
Konatar and Konjević agree that the responsibility lies with the competent state authorities, who did not sanction irresponsible business in time after the privatization of state-owned companies.
"The problem is that in the beginning the state did not strictly monitor the realization of the privatization contracts, the investment obligation of the owners, but it was tolerated, because of some other benefits that a narrow circle of people derived from it. Brković, who is the owner of Vektra, made a personal profit of millions from all that, and the company went bankrupt," said Konatar.
"The question must be asked why the Tax Administration didn't try to collect some of those things on time, and on the other hand, whether the Commercial Court effectively opened the bankruptcy procedure at the right moment, when the request was submitted, and tried to collect some of it," Konjević said.

Vektra Montenegro owns over 310 square meters of land, mostly in Pljevlja, as well as 35 square meters of various construction facilities.
All these assets are already under pledges and mortgages for debts. Vektra Montenegro is the owner of the companies "Vektra Boka" and "Horizon Logistics", but they are also in bankruptcy, as well as "Vektra Jakić", whose account is blocked due to the amount of millions. According to the black tax list, from November last year, all Brković's companies owe about 19 million euros in taxes.
