The property of the chief special prosecutor Milivoj Katnić was expanded in October last year, after his wife concluded a contract with the Property Administration for the purchase of nearly 4.000 square meters at a price of around 22 euros, or five and a half euros per square meter.
The decision to sell the state parcel at that price and in installments, for a period of 10 years, was made by the government of Duško Marković in September of last year, when it was already in the so-called technical mandate.
Research by the Network for the Affirmation of the Non-Governmental Sector (MANS) shows that the state plot in Katnić was sold at a price that is significantly lower than the market price.
Namely, a search of available ads shows that private plots in Katnić's neighborhood are sold at a price of 13 to even 50 euros per square meter, but also that they are most often offered at a price of 20 euros per square meter, which is four times higher than the determined by the state in the case of the plot of the chief special prosecutor.
MANS data show that even in cases of sale of state plots, the price of the land was almost twice as high as that calculated for Katnić.
Such a price was arrived at by the Evaluation Commission headed by the former cadastre director Dragan Kovačević, who is currently on the run due to accusations of abuse of official position and organization of a criminal group.
The Katnić family bought the land from the state after previously usurping it by fencing it off and building several auxiliary buildings on it without permission. That they did it unhindered by the competent state bodies is also confirmed by the answers that MANS received earlier from the competent inspections, which show that they did not deal with this case. Only the Protector of Property Legal Relations of Montenegro complained about the decision to register illegal buildings on state plots, but the Danilovgrad cadastre did it anyway.
At the same location, in 2015, the Katnić family bought three plots of land from the state, with a total area of nearly 1.900 square meters, for which Dragan Kovačević also did the assessment. The value of the plots was then estimated at around 13 euros per square meter, but after the appeal of Katnić's wife, the price was reduced to 8,61 euros.
The MANS research center tried to get a comment from the chief special prosecutor on the price at which his wife bought the state plots, the fact that the deal was concluded while the government was in a so-called technical mandate and the role of the fugitive Kovačević in these affairs, but without success.
