When asked if he would resign "if this story fails", Spajić said that he was convinced that "this kind of measure" would be adopted and that he was convinced that the budget would be adopted.
"I would think carefully about resigning if this plan was rejected. I am convinced that this plan will be implemented. We will pay off 300 million euros next year. We will reduce the debt by 300 million euros. I will resign if the results I expect from this are not achieved measures," Spajić said.
When asked where the Property Register is, Spajić said that it is a valid objection and that he is asking for time.
"It is a process that is difficult and painstaking. The cadastre is a bottomless pit, we have problems to list whose property is which, to find what is state property. You have a first and last name and a number that does not match the first and last name. We have to start from the beginning ", Spajić said.
He said that the situation in the cadastre and state enterprises is very difficult and that it will take years to list the property.
Spajić said that the partner WBIF offered to finance the part of the highway from Mateševo to Andrijevica with 410 million with a 40 percent grant, and that he would talk about it with the EIB and the EBRD.
Spajić said that there were many injustices in the past, rights that were given to some people and then taken away from them.
"Those people found themselves on the street, had various life problems and have reason to be dissatisfied. We have people who were victims of the previous regime and we could think about a sustainable way to compensate them. For any measure on the expenditure side, we must also have on the income side" , said the minister.
Spajić said that he does not think that the payments of social benefits are late, and if they are late, then it is because of the lack of orders from the spending units.
He said that payments are made to debt collectors when the spending unit requests payment and said that it is not true that this is used to fake a surplus in the budget.
"The surplus is much larger than the difference in the capital budget. We will have a surplus in October as well, we were supposed to in September as well, however we had an interest payment on one debt from the previous period which was quite large," Spajić said.
When asked how he plans to fill the budget with 20 million by taxing undeclared income, given that the law has not been adopted, Spajić said that the big problem is that the law is waiting in the Parliament because of, as he said, individuals.
He called on all parliamentarians to vote for him.
"Revenue administration and customs will be charged and the burden of proof goes to the other side. Someone has to prove that the money they used to buy the property is legal," Spajić said.
Spajić said that the value added tax (VAT) for white cheese will be reduced from 21 to seven percent.
Spajić said that "Europe now" will compensate tenfold any price increase.
"Inflation is an import in our country because we are a euroized economy that is completely dependent on imports. I am not proud of the situation where we do not produce anything in this country. We will invest in agriculture more than ever," said the minister.
Spajić said that according to the new system, a net salary of 450 euros requires a gross salary of 565 euros.
"With that gross salary, you currently have a net salary of 300 and something euros. It is not an increase from the employer's point of view, it is not an increase that goes directly to their expense," Spajić said.
He said that some employers have told him that they have no problem giving good workers a raise.
Spajić said that everyone's salaries will increase and, therefore, the contributions to the pension insurance.
He said that from January next year, there will be an increase in pensions, and that a reform of the pension system is planned from 2023.
When asked when he will provide the one billion euros of investment from Japan that he promised, Spajić said that they want conditions to be created for those investments to come.
"We need to have political stability, to not have political scarecrows that will scare investors," Spajić said.
Spajić said that the plan of the Investment Development Fund (IRF) was to place 120 million euros in loans this year, and that they exceeded that plan because they placed 141 million.
Spajić said that this is not enough and that they expect more from the IRF management.
"IRF suffered a lot of losses in the covid crisis and achieved a satisfactory result. The level of loan placement must be higher. We cannot be unsatisfactory with 141 million", said the minister.
Spajić said that the ministry's communication with the IRF is good.
When asked why the position of budget inspector has not yet been filled, Spajić said that it was filled 15-20 days ago, but he did not say who was appointed to that position.
Spajić said that he told the former director of the Revenue and Customs Administration (UPC) Aleksandar Damjanović that he saw him in another position and that he said he saw it as an improvement.
He said that he did not think that Damjanović was bad in that position.
Spajić says that they are far from the goal when it comes to fiscal discipline, but that it is incomparably better, which shows that more taxes were collected than in the years when there were more tourists.
He announced that he will raise the fines, but that it is important that the penal policy is not implemented selectively.
"Investments will come, but they are looking for political stability, an independent judiciary and prosecutor's office," says Spajić.
Spajić explains that they want to bring order to the system and that it makes no sense to finance institutions with fixed percentages, and that it is necessary to clearly know how state money is spent.
Asked whether he expects support from the United States of America (USA) for the "Europe Now" program if the Democratic Front (DF) enters the government, Spajić said that it does not matter who will be the minister or director.
"Let's move away from personal issues and whether someone will be a minister, whether they will be a director. In Montenegro, these are the most important topics and unfortunately it is fate that has brought us to where we are. We need to set up a system so that we are not dependent from the minister, directors, state secretaries, but from the people in the system. When we set it up, we will not be this Montenegro, but ten steps ahead," said Spajić.
Spajić said that he believes that everyone should be vaccinated, even those who have antibodies.
