Although there are a large number of subtenants in Montenegro, a small number of apartment owners sign contracts with them and pay taxes on the rental of apartments to the state. The Ministry of Ecology, Spatial Planning and Urbanism also admits that this area is unsettled.
And while they have ideas to improve the housing policy, tenants are asking for the state to help them, and for now specific help has been announced only from the capital.
