Political analysts believe that the political circumstances after the parliamentary elections held in August 2020 influenced the lower turnout in the local elections in Ulcinj and Bern.
Mila Radulović, the editor of the political column in "Vijesti" said that the low turnout was not surprising given the political situation and everything that was happening at the state level. She estimated that all of this had an impact on the citizens.
Program Director of the Center for Political Education Dragiša Janjušević said that it will be interesting to follow who will be the constituents of the new government in Berane.
"I would say that the low turnout is a combination of several circumstances - the formation and manner of formation of the Government, as well as its performance over the past year and a half, the vote of no confidence in the Government, and the process of forming a minority government... Perhaps a general dissatisfaction of citizens who had greater expectations from the Government after the parliamentary elections. All this is a combination of circumstances that can affect the low level of turnout. DPS cannot be in a position to form a government in Berane. It will be interesting who will be the constituents of the new government in Berane...", said Janjušević .
Civic activist Džemal Perović said that the situation in Ulcinj will develop in the triangle of Forca - DPS/BS and the coalition "For a new beginning" and that these lists will decide who will form the new government.
"The expected low turnout in Ulcinj. The actors could not offer anything, nor did they offer anything. I dare to predict that they will repeat the results they had in the previous elections and that a small synergistic effect will be achieved by the list led by URA with many shortcomings. Precisely because what was missing in the campaign was a more thorough explanation of what this new beginning will be like and what it will be like... I expect the fall of the DPS and the rise of the Democrats in Ulcinj," said Perović.
"I am not sure that the SNP will not lose in Berane, many parties attacked their electorate"
Radulović said that the SNP has a tough electorate, but also that those voters are "in favor of the Church and Serbia".
"I'm not sure that colluding with the DPS and some things that are not acceptable to them will not affect the result. The SNP already has two mandates as president of the municipality of Berane and holds power. As we know from the experience of DPS above all, all those who hold power have the opportunity to influence the election results in some way. I am sure that the SNP will not have a loss because many parties attacked their electorate," Radulović assessed.
"Due to the election, the representative did not come out with the new composition of the Government"
Janjušević said that the 43rd Government is complete in terms of personnel and composition.
"I think it was the good will of the mandate holder towards certain constituents, who see Berane and Ulcinj as testing grounds for measuring political ratings, not to go public with the composition of the Government and the program due to future cooperation with partners in the Government and supporters who should do it from parliamentary benches. Events on the geopolitical scene have also complicated relations a little," Janjušević believes.
"Old practices still work"
Janjušević said that Prime Minister Zdravko Krivokapić and Ministers Jakov Milatović and Milojko Spajić are trying to materialize the Europe Now program through the "Berane Sad" platform.
"I thought that it was the past in Montenegro and that we would not see the Prime Minister and ministers in local elections go on a field campaign, but those old practices still work.... Those defects of the political system still persist and the process of the transition of power is going slowly and difficult. I'm not a big optimist when we focus on local elections like this," Janjušević said.
