Officials of the Police Directorate criticize the President of the Union of UP Mladen Šuškavčević for his inactivity, non-transparent spending of union money, non-transparent housing construction in several cities of Montenegro and his work towards the union bodies.
This was said by UP officials Igor Rmandić and Mladen Saranović in Colors of the Morning.
Rmandić said that Suškavčević turned the Trade Union of the Police Administration into a private company.
"This is also claimed by other members of the Main Board, because all decisions are in his hands, and the decisions made by the Main Board or the Presidency in a huge number of cases are not respected. We have an annual inflow into the union coffers of approximately one million euros, and we have no answer to the questions of where that money is found," claimed Rmandić.
He points out that members of the Union allocate two percent of their earnings to the Housing Fund and two percent to membership fees. From that money, they explain, certain loans are given to members, which they pay back without interest in 12 installments.
"In the financial report for last year, it is written that we took a return of those funds in the amount of 520.000 euros, if we count that we received another 500.000 euros from investments in the Housing Fund and 500.000 euros from membership fees, that is one and a half million, and we are in a situation today that the union is borrowing one and a half million in order to distribute housing loans to its members, and we don't have any money," says Rmandić.
Suškavčević replied to the officers by saying that the facts show that during his mandate a lot was done on all issues, and that the Trade Union invests a lot of effort when it comes to the protection of police officers.
"In 2021, from the membership fee and the return of loan funds, which amounts to over one million and one hundred thousand, about 450.000 euros have been allocated for the realization of aid, while over 580.000 euros have been allocated for the realization of loans. These two amounts represent more than 90% of the inflow of funds from returns on a regular account," he stated.
He claims that funds from Housing are exclusively used to solve housing issues and that Rmandić and Šaranović want to "distort some facts".
"The main board decided that the union should borrow 1.100.000 euros in order to enable people who will now retire to get those loans in some way. The statement by colleague Rmandić that the union was turned into a private company is unfortunately not true. The main board about he decides everything, both the spending of funds and the way they are distributed," answered Šuškavčević.
Šaranović points out that the main things that concern police officers are salary, benefited working experience and favorable retirement conditions.
"We managed to include some of these things through the collective agreement and some we didn't. We received 40 to 100 euros less in April and May salary when there was a big revolt of police officers and a large number of them signed a petition for the dismissal of the union president, and over 1.500 union members out of 4.500 union members. There are still so many people who are dissatisfied with the work of the union, but for some reason they don't want to sign," says Šaranović.
He adds that in the period before the appointment of Šuškavčević, a large number of additions were abolished and that he did not manage to fight for it during the eight years of his presidency, none of them returned.
Suškavčević was asked if he was worried by the fact that 1.500 members of the organization he heads do not want him to be there any more.
"I would be interested if those papers are correct. Any Montenegrin citizen can sign on that list and it does not occur to me to resign at this moment, mostly because of the negotiations regarding the collective agreement when we are on the best way to solve it" .
