The Director of the Revenue and Customs Administration, Rada Milošević, said that the destruction of the last contingent of confiscated cigarettes can be expected in the next fifteen days. He also announced new seizures in his guest appearance on Boje jutra on TV Vijesti.

"We will wait for certain legal deadlines to see if there will be proceedings or not. If not, we will carry out public destruction in the next 15 days. International partners will also be invited to participate, in order to eliminate all doubts," said Milošević.

He said that in this way a blow would be dealt to all those involved in smuggling. "Destruction is a guarantee that they will not get to those goods again. You are aware that there can be a change of government, different interpretations, all of this is tied up over the years".

He reminded that certain disputes have been brought before the court. "We will wait to see if there will be a verdict from the Administrative Court. We will also have new seizures, which we will inform the public about," he added.

Milošević said that he is still in contact, "but not excessively", with Sofija Bulatović, who is believed to be listed in the secret part of the police document - SOCTA 2021 as a member of the criminal group of Tuzan Leon and Viktor Drešaj.

He points out that neither before, nor until today, has anyone officially provided him with information that this is a person who is a member of any criminal clan.

Record revenue collection

Milošević, speaking about revenue collection, said that for the first eight months, record amounts were recorded since electronic collection records were kept.

Although 2019 is often mentioned as a record year, Milošević said that currently in the first eight months of 2022, they have an increase of more than 70 million compared to the same time period, i.e. 134 million euros compared to 2021.

"We have reason to be satisfied and by the end of the year, if the dynamics are like this, we expect the collection at the end of the year to be more than one billion and 930 million. If we reach the figure of two billion, it would be a great success," he points out.

He said that this result was achieved thanks to changes in management, especially in the entire tax discipline. "During the tourist season, we took the position that the rules should be the same for everyone, and perhaps an unpopular but more repressive method, there was no compromise".

More than 534 million in tax debt

Milošević said that the tax debt, as of August, was 534,197 million euros.

Among the private companies, the biggest debtors are Spice Ronghe International limited - the company that operated the windmills on Možura, and Vektra Jakić, with more than 10 million euros in tax debt each. Technoput has more than five million in debt.

The largest debtors among state enterprises are "Plantaže" (9,365 million), Railway transport...

Milošević, when it comes to debt reprogramming, said that they are recording good results and that more than 4.300 decisions on reprogramming have been issued.

"We expect in September to have an inflow of close to nine million euros compared to the reprogram, which means that we will automatically reduce the tax debt by ten million," he said.

He also said that, in order to determine the amount of uncollectible tax debt, they are doing a serious analysis with the help of the International Monetary Fund.

Fiscalized more than 90 percent of taxpayers

Milošević, when asked where he sees room for expanding the tax scope of the state, said there are two directions.

"The first is to introduce a department for the collection of tax debt from the sale of real estate. You know that UPC is a mortgage of the first order when owed to the state for VAT and any type of tax. However, until now we have not initiated the sale of real estate of certain taxpayers in order to collect the tax debt. Very I quickly hope that we will have the first sale, where as a bank, as an executor, for what we see that there are no other means of security, we will follow the model of selling property," he said.

The second model is repressive, that is, the introduction of the tax police or a sector that will deal exclusively with the prevention of tax evasion and criminal offenses against payment transactions.

Systematization is being done when it comes to the formation of the tax police. "We will not immediately assign police powers, nor is it necessary for them to immediately carry weapons, deprive them of their freedom... We need to employ people, provide training..." - stated Milošević.

He said that more than 90 percent of taxpayers are fiscalized, and that the remaining difference is made by those who are not required by law to be fiscalized, but also that there are some who avoid fiscalization. "Wherever we have these cases, we impose penalties," he emphasized.

He said that electronic fiscalization will only produce results in the coming period, along with projects that will enable better control.

Milošević, regarding the latest hacker attacks, said that UPC did not suffer any damage within its system.
