In Gusinje, there has been a monument to an associate of the fascist occupier for nine years, the state is still unable to remove it

On the way to the natural attractions Oka skakavica, Grlja and Rapojana in Vusanj, Gusinje, there has been an illegally erected monument dedicated to Jusuf Čelić, an associate of the fascist occupier in World War II, for nine and a half years.

During all that time, the state was unable to remove this monument, and Television Vijesti received confirmation from the Prosecutor's Office that the criminal complaint against Arif Čeljaj, the financier of the construction, was dismissed due to the statute of limitations.

In Vusanje, on the border with Albania, predominantly Albanians live and for many of them Jusuf Čelić is a hero, although according to the official history of Montenegro, he is a collaborator of the fascist occupier in the Second World War.

Historian Tadija Bošković reminds that Čelić's name, among others, is mentioned in Predrag Šćepanović's book "Crimes against the Orthodox population in upper Polimlje from 1941 to 1945", in which he is named as the commander of a company of volunteer army - volunteers.

"The volunteers are a Muslim militia, that is, Albanians who lived in the area of ​​Plav and Gusinje and in the area of ​​Albania, a paramilitary formed by Salja, it took over Plav and Gusinje after the capitulation of Yugoslavia," says Bošković.

In response to TV Vijesti's questions, the Ministry of Culture reminds that back in July 2013, the cultural heritage inspector ordered the authorities of the then municipality of Plav to remove the monument.

The Basic State Prosecutor's Office confirms that the criminal complaint against Arif Ćeljaj was dismissed due to the statute of limitations. Nevertheless, lawyer Miladin Joksimović believes that the Prosecutor's Office had to act on its official duty.
