The Minister of Internal Affairs said that "those who cry most for the changes in ANB want to continue the practice within the Agency that has been present in recent months".
"The agency must act professionally in relation to all people. So that it does not happen to us that someone who four days before Petar Lazović's arrest gave Petar Lazović permission to carry a weapon decides not to allow some ministers, directors, and officials access to secret data. I want the Agency to be professionalized in the future... With all the information I received, I will inform the prosecutor's office...", said Adžić.
Vukšić told the new ANB management to abide by the law and to work "as expected"...
"Officials of the Agency to persevere above all in this special war that lasts a long time and leaves certain consequences for the officials and their families... I encourage them to continue with their legal actions," said Vukšić.
Speaking about Kurti, Adžić said "the resistance within the Agency to Kurti becoming a full member of the team speaks volumes about the intentions of the people who stopped it."
"Who tried in every way to privatize the Agency. Kurti was not formally and legally convicted because his sentence was deleted from his criminal record... We cannot treat something that is knowledge the same as something that is his legal possibility. He had no problem be appointed. I consider it useful for a man of his operational abilities to be a part of the Agency. Through his actions, he demonstrated and clarified many things within the Agency itself, specifically I mean the actions within the Agency itself, the attitude towards individual people. All that was the attempt of a small group people to close and to prohibit the possibility for anyone who is not part of their team to work as the law prescribes. With the arrival of Mr. Milić, I believe that the Agency will act more professionally...", said Adžić.
Vukšić also said that he was pleased with the election of Boris Milić as director of ANB.
"He is an honest professional and a human being. I wish him luck and that of course he chooses the right team. He surely knows who the people from ANB are who are real professionals," said Vukšić.
He added "that he is happy about the inscriptions in some so-called media that attacked Milić".
"Do you know how the media works? Certain criminal structures that are connected with the DPS, with their dirty money helped certain persons who are officially called journalists today, bought their debts, the whole of Montenegro knows about this. And they got into a position of creditor -debt slavery and who market pre-prepared texts and wage a special war against individually designated persons in ANB. I am sure that they are surprised by the resistance of people in ANB who do not belong to any political structure and work professionally," said Vukšić.
"Mr. Kentera, with regard to our obligations and cooperation with international partners, led a correct policy of the institution itself and acted in a good part correctly according to what were joint actions with international partners. On the other hand, support to the Agency or the director will be provided by anyone who recognizes the desire and will for the Agency to be professional, to carry out activities within its jurisdiction much more responsibly and better. I think the election of Milić is what the Agency needs. He has been in the institution itself for many years, knows the system, people, participated in many activities in the previous period. I didn't see any negative attitude. What was incorrectly interpreted in the public is that praise for one activity was presented as praise and an attempt to retain the director of ANB. All activities with partner services continue..." said Adžić.
Vukšić said that he "has never met Spičanović as far as he can remember in his life".
"I wouldn't deal with him. The second is indicative - that these officers who, according to the media, were dismissed, are now crying for them from the benches of the DPS because they are proven fighters against organized crime. These are people who are in the ANB were five, 10, 15, 20 years ago. Where was their role before? What were the tow trucks that they seized before? I can say - in my opinion, they should not have looked at the Port of Bar in the period before I came to ANB ".
"I don't know Mr. Spičanović personally, I have the exact same opinion about his work and actions today as I had when he was appointed to the position he held until recently. The Prime Minister's decision not to bring down the Government because of one man is his decision... If you ask me should we stop our entire story because of a couple of people - I tell you no...", said Adžić.
Vukšić said that he "agrees with the part of Adžić's statement regarding the mole".
"The problem is the following - the collapse of that coalition. The problem is that there was no vote of no confidence in the Government - I am afraid that those same structures, including that mole, would occupy certain high positions in ANB. I have no doubt that this is all true what Adžić said..." said the former director of ANB.
"While I was the director of the Agency, all the people from that structure for whom there was a reason for suspicion were prosecuted and no longer occupied certain positions," added Vukšić.
Adžić said that "thanks to the director (Kentera), we obtained information that directly certain media financed by companies linked to cigarette smuggling received information from high-ranking people within the Agency".
When asked who that person is, Adžić answered:
"I hope you will get to know who this person is very soon. What I can say is that he covered a high position in ANB. His lifestyle absolutely does not correspond to his income within the Agency, that the property he owns does not correspond to his income within Agencies and we can't wait for the Law on the Origin of Property to be passed. That person has been working at ANB for a long time. That person is among the dismissed people," Adžić said.
Commenting on the fact that Kentera was dismissed during the investigation, in which URA official and former director of the Revenue and Customs Administration Rada Milošević were heard, Adžić said that he does not consider "the prevention of cigar smuggling and the dismissal of the ANB director to be related".
He repeated that ANB had a "negligible role in uncovering attempts to smuggle cigarettes".
"Individuals in ANB tried in every possible way to bring the story about preventing cigarette smuggling into the context of the political story and into the context of URE and specifically the prime minister, or individuals close to the prime minister. They did not participate in what is part of the concrete work on that case, but they did in all other behind-the-scenes media actions, which are absolutely unjustified," said Adžić.
Vukšić said that frequent replacement of the director of ANB is not advisable and that "you don't have that anywhere in the world".
Vukšić said that he believes "there was a lack of communication" between Kentera and Abazović.
"As far as I understand in terms of the lack of sufficient counter-intelligence protection because that is one of the roles of the ANB. If what Abazović said is true, then there was an omission on the part of the ANB because the prime minister must be warned if there is any information from from the side of the Agency that in specific hearings there may be compromise of the Government itself and the Prime Minister".
Vukšić added that the Law on ANB is completely clear.
"The basic provision is that the Agency should inform the Government and the Prime Minister, and the invited addresses include the President of the State and the Assembly... However, you have a special provision that says that if you have grounds for suspicion that a criminal offense is being planned or has been committed, which is prosecuted under the official duties, the ANB is obliged to inform the Police Directorate and the competent prosecutor's office...", said Vukšić.
Adžić said that Vukšić's presentation was "treated as part of a political story".
"He (Kentera) was not a representative of DPS, even though none of us had that information. It was a kind of political agreement with ministers who may not have been to our liking, but they were part of the agreement. We tried to open the door within this Government let's open it to everyone...", said Adžić.
He added that "it is very incorrect for anyone to expect this government to solve all the problems that have accumulated over the past 30 years in four months."
The former director of the ANB said that when the moment and the idea of forming a minority government came up, "the first condition of support for the minority government by DPS was the reform of the ANB".
"This meant that the ANB should have belonged to the DPS, the MUP of Montenegro to the URI, and the Ministry of Defense to the SDP. That was one of the conditions for supporting the minority government. It is a mistake to present that it is only a minority government. It is a classic coalition. This is the moment when Mr. Kentera, as a candidate who was certainly supported by DPS, certainly a candidate who will be accepted by international partners as well. Abazović's priority was to get the support of the minority government... ", said Vuksic.
The Minister of Internal Affairs also stated that "someone published two stories for the sole reason of protecting Mr. Kentera from dismissal".
"The role of the ANB in the action to prevent cigar smuggling was practically minimal and negligible and was reduced to some kind of technical support. In that part, the inclusion of the ANB as someone who prevented the smuggling of cigars or stopped and participated in the action is really an attempt to exclusively defend the director of ANB. The head of ANB who deals with organized crime has not had a meeting with the director of ANB for five months. That best says how much they participated in the break-up..." said Adžić.
Adzic said that the "first thing to complain about" Kentera was that he did not have equal access to all those with whom he was required by law to share information.
"I am referring to the Prime Minister, the President of the Assembly and the President of the State. I believe that there was data manipulation, that all of them were not equally warned and informed about the country's security challenges. I consider that an unacceptable mistake. As soon as the Prime Minister came into possession of that information, he had to was to react and acted accordingly. It was inadmissible that the people Kentera chose were not people who had the intention of dealing with what is the Government's policy, and they must be a reflection of the Government's policy. And to serve the national interests of Montenegro . The greatest challenge and enemy of Montenegro is organized crime and corruption. Those people who were elected to leading positions in ANB did not deal with organized crime and corruption and could not answer those tasks because, according to some operational data, they too were part of cigarette smuggling," Adžić said
Adžić said that Kentera's dismissal was "an expected and responsible move by the prime minister".
"Anyone who is the director of ANB must behave responsibly and professionally, not towards the prime minister, but towards the function of the prime minister, which was not the case in this case. The change should have been made much earlier, but there were many reasons why we wanted to give Kentera a chance to try to separate his actions within ANB and something that is his personal position. That did not happen. The agency tried to privatize itself, to separate itself from the prime minister and other security authorities, which was unacceptable. The only possible outcome at this moment was the dismissal of Mr. Kentera," Adžić said.
Vukšić said that he did not experience the dismissal of ANB director Sava Kentera yesterday as a surprise.
"It is something that was expected. The dissolution of the so-called coalition took place and it was an expected move. Does it represent damage to relations with the international community and partners, I think not," said Vukšić.
