At the end of the show, Božović said that his initiative according to the Prosecutor's Council, regarding the investigation of the Spasojević case, will be to collect all the data related to that case.
"And if there is any reason, that someone may be held accountable in a disciplinary or other way," he said.
Spasojevic said that he expects the "enigma" of what happened in the communication between the police and the prosecutor's office to be resolved.
Komnenic reminded of the case from 2015, when, as he said, after the attack on the prison policemen, the execution retaliation began.
Marija Vesković, legal advisor at Action for Human Rights, spoke about this case for "Načisto".
She said that at that time it was determined by final verdicts that 12 officers tortured and seriously injured ten prisoners.
"The trial against the inmates for assaulting an official was completed expeditiously and they received effective prison sentences ranging from two to five years. On the other hand, the trial against the prison security officer for torture and inflicting grievous bodily harm was conducted for more than five years. detention was ordered against any of them, at no time were any of them suspended or suspended, which is a legal obligation. Most were never even disciplined. Those people are still at work. Out of 12 of them, 11 are still works at UIKS, only one is not there for completely different reasons, he was diagnosed with a loss of working capacity".
She said it was troubling that at no point was the issue of the elders' accountability raised, and "some of them are still there."
Komnenić pointed out that Spasojević was "on the other side" in 2019, when in the case of the beating of prisoners, as a union leader, he openly defended his colleagues during the trial.
Spasojevic said that it is not true that they were accused of torture, but rather of not preventing torture, "and that is a much more serious matter." When Komnenić was asked who was beating the prisoners, he said: "Well, that's the question."
"I stood up for the protection of my colleagues because it is illogical, if I tortured, for you to be condemned for torturing someone. For you to be condemned for not stopping me. As colleagues, we positioned ourselves in that direction, that it was necessary to investigate who was responsible for everything ", he stated.
Radović said that the institution of the Ombudsperson has been repeating to her for the seventh year that the UIKS did not comply with the recommendation by not conducting a disciplinary procedure.
Janković said that the objective deadlines for the implementation of the procedure have expired.
Komnenić recalled that Željko Lakušić, one of those arrested for the attack, attacked prison policemen in 2015, but also that he was a victim of torture.
He also reminded that Milan Ilibašić said at the UIKS union protest that they gathered to defend all those who do their job honorably and who are threatened by real criminals, but also by "criminals from the state system, primarily from UIKS and the Police Administration ".
Spasojević, among other things, said that there are five suspended officers in the Investigation Prison who are in various stages of the procedure, who "did not work very responsibly".
"I claim that it is better to arrest 50 police officers, prosecutors, prison officers and customs officers, than 5.000 criminals. Let us first heal the system, and then we will arrest everyone".
Spasojević assessed that it turned out that the system that functions in the prosecution office is "absolutely incapable" of responding to such tasks.
"I was with Mr. Manager and there are three separate cases being handled, which are extremely related to my case. I am convinced that they do not communicate with each other, do not hold meetings, that they have no idea who is doing what and that they cannot connect the cases with each other ".
Spasojevic said that he hired a private company to install video surveillance and that he took out a loan from the union to pay for it.
Regarding the claims that the system ignored clear signals that an attack was going to happen for 25 days, Radović said that this cannot be an example of good and professional behavior.
"I would be surprised if the Police Directorate did not inform the prosecutor's office. A number of cases in which we acted refer to the actions of the police. I have not yet found a case where the police did not inform the prosecutor's office of the findings".
Božović said that he did not understand that the state prosecutor could not come to the scene for the investigation, saying that there is almost no justification for such action.
"It is absolutely concerning and must be investigated," he said.
Božović said that it will be requested to eventually start the proceedings, if it is established that there was an omission on the part of the prosecution. "I must say that there is considerable concern that there were such omissions".
Janković claims that the police informed the prosecutor's office about threats and information that Spasojević was being followed and that something was being planned for him..
Spasojevic said that he could not believe what Milanovic was saying.
"On the XNUMXth of October, it was said exactly about these persons who were detained tonight. I personally told him what he told you that he had never heard, that he has no shame," he pointed out.
He said that no one in UIKS has been questioned about throwing the bomb.
"This did not come from Lakušić and Popović, but from prison through someone to them. Where is my statement to Mrs. Knežević, did she ask me anything? Not that she did not go out on the field, but she did not ask. Mrs. Ivana (Petrušić Vukašević) questioned on the fifth (of December) exactly, related to the threats of Mario Milošević".
He said that Milanović's attitude towards the case is shameful and that the least he should do is to resign.
In the show, Milanović announced the names of the acting prosecutors in the case of Spasojević.
"The state prosecutor in question is Ivana Petrušić Vukašević, who worked on the case when it comes to threats, and the duty prosecutor is Maja Knežević, when it comes to throwing a bomb," he said.
The show also aired an interview with the head of the Podgorica Basic Prosecutor's Office, Duško Milanović.
He said that threats were sent to Spasojević on November 18, and that after six days the prosecutor was informed about that event.
"On the same day, he ordered the removal of video recordings from the prison, which were found to be there, and it was also ordered to collect notifications from Spasojević. On December 5nd, those files were delivered and the prosecution's order was acted upon by OB Danilovgrad, and already On December XNUMX, Spasojević was questioned and the threats sent by the MM were qualified as an attack on an official in the performance of his official duties.
Komnenić said that, according to TV Vijesti's information, since October 30, the police had been in possession of operative information several times that Spasojević was being monitored or that something was being planned for him, and that even the director of UIKS had informed OB Danilovgrad about everything in mid-November to that, after "one of the executioners relayed what the informant relayed to him".
Milanović said that he was hearing this information for the first time. "And the state prosecutors from my prosecution told me the same, that they were not informed at all".
He said that the state prosecutor, when she learned about the threats, also ordered that the Special Prosecutor's Office be informed. "Again, I am aware, I cannot say definitively, but there are traces in the case files, that the police officer did not inform the SDT about it".
Spasojević explained that the bomb that was thrown "kills at 20 meters", that is, it is likely that someone would have been killed if it had fallen into the yard.
The show exclusively aired footage of the bomb attack from December 1, as well as the attempted attack from November 30, when the bomb did not explode.
Radović, upon reminding the presenter and editor of the show, Petr Komnenić, that the prosecutor did not appear at two investigations, said that the prosecutor's presence at the investigation could only be beneficial.
Janković said that UIKS' position is that the entire state infrastructure and society must be involved in the fight against organized crime.
He said that the information that the suspects were arrested is brave, but that it is important to determine whether there is possibly also an orderer.
Božović said that the Ministry of Justice and the Prosecutor's Council will examine the actions of all prosecutors in this case.
"I asked Mrs. (VDT Maja) Jovanović, considering that there were other attacks on prison guards before, to go through all those cases," he said.
Spasojević thanked his colleagues for arresting the suspects for the bombing.
"Unfortunately, we shared that information with them a month ago, about those people in question. According to the information we have, the Police Administration also gave the competent prosecutors' offices for evaluation and action, why no one took any action, I guess we will get to that.. ."
