The cohabitation between President Milo Đukanović and the new government after August 30, 2020 led to the fact that out of a total of 35 diplomatic representatives of Montenegro abroad, only a third of them are ambassadors, and the rest chargé d'affaires.
In diplomatic and consular missions around the world, Montenegro has only 13 ambassadors in Belgium, Greece, Italy, North Macedonia, Russia, Turkey, France, Ukraine, as well as in the missions to the European Union and NATO in Brussels.
Đukanović did not accept some of the Government's proposals for new ambassadors, but some did not even pass the competent parliamentary committee, while the mandate of many ambassadors expired in the meantime, and the Government did not propose new ones.
The new-old majority obliged Đukanović with the controversial amendments to the Law on the President that, in addition to the mandate for the composition of the Government, he must also appoint the ambassadors that the Government proposes to him.
Nevertheless, Đukanović repeats that for him that law is unconstitutional and he will not implement it.
In the ruling DF, they claim that Đukanović has been constantly blocking the functioning of the diplomatic network in full capacity since 2020. That is why, with the amendments to the Law on the President, they provided that the head of state must appoint and recall ambassadors proposed by the Government.
