Three years without a shelter for the homeless, the state says there are very few of them

Although it once had one, Montenegro has not had a shelter for the homeless for three years.

And while the NGO sector and soup kitchens claim that the homeless continue to exist, the authorities say that their number is very small and that there is no need for shelter.
