Four months after the trial of the former president of the Municipality of Budva Marko Bata Carević and his son Milan on charges of usurping state land in Grblje began, judge Veljko Bulatović, prosecutor Tijana Čelanović and geodetic expert Miladin Čepić headed to Krimovica, where the Carević farm is located .
According to the indictment of the Kotor prosecutor's office, the Tsarevićs occupied 2015 thousand 2018 square meters of state land from 538 to 663, and some of the plots are located in the Morski Dobr zone. Milan Carević is also accused of having built buildings on this area without a permit.
The Kotor Prosecutor's Office charges the Tsarevićs with illegal occupation of land, which carries a penalty of three months to three years, and construction of a building without registration, which carries a penalty of six months to five years. The Tsarevićs pleaded not guilty before the Basic Court in Kotor.
Judge Bulatović ordered the expert witness Čepić to make a photo-elaboration and answer questions about whether the plots are located in the Morski dobr zone, on whose land an asphalt road with sidewalks, street lighting and a sewage network was built, to identify all the buildings and determine whether were built with a permit or not. The defense denies the allegations of the prosecution.
"I believe that this indictment proposal is unfounded. My defendants perform a number of activities at this complex, for these activities they have proper permits that they received from state authorities. I expect the court to deliver acquittals," said Carevic's lawyer Mladen Peruničić.
Initially, Tsarević did not agree to have the TV News team attend the court's visit to the scene, because as he told the judge, we have to cross his private land, which he does not allow. However, a little later he said for the camera that it was a politically motivated procedure.
"Where was this, this kind of prosecution, it was easy to stop me, no one did that, at the same time we received papers from this state, I did not issue any papers to myself. I have papers, my facilities on state property and the increased value of state property for some 17, 18 million according to our estimation, so isn't that for every award and this is an example of how Montenegro should develop and create new jobs", said Marko Carević.
The story about the land usurpation in Krimovica was published by MANS, which also filed a criminal complaint against Tsarević. However, he denies that he also usurped the plots located in the Morski Dobr zone.
"It is clear to a layman that the border of Morski dobr is 10 meters from the level of the highest wave, and here, if you are a little literate, the altitude is 186 meters," Carević emphasized.
The former first man of Budva says that there are ten illegal buildings in his village alone, and he cites examples of illegal construction on Podgorica's Kakaricka mountain and Gorica hill. Tsarević says that they have been on the white tax list for years and that they are trying to present him as a tycoon.
"This stimulates me to work even harder, and continue to invest. We must not allow ourselves to ruin Montenegro the way they are doing it, but it should be affirmed the way I and my family are doing it," announced Tsarević.
The expert will make a report within 15 days, after which the evidentiary proceedings will continue before the court.
