According to the latest data from the World Health Organization, each resident of Montenegro drinks more than 12 liters of pure alcohol per year on average, which puts our country in 12th place in the world. A special problem is drunk drivers, who the police find more and more often with over 3 parts per thousand of alcohol in their blood. Are controls and penalties sufficient?
