On Television Vijesti, you could watch the program Election Night, in which the guests were methodologist Miloš Bešić, political scientist Predrag Zenović, functionary of the Movement Europe now Anđela Jakšić Stojanović, as well as functionaries of the coalition "Zajedno" Amar Borančić, "Hrabro se broji" Damjan Ćulafić and coalitions. For the future of Montenegro" Andrija Babović.
Stream of the show
Methodologist Miloš Bešić said that the low turnout in today's parliamentary elections was a big surprise.
"I expected at least a 10 percent higher turnout. The question is whether it's a matter of oversaturation of election cuiklus or that you don't have any more demolition of DPS, so it's less interesting. There could be several factors of such a low turnout," said Bešić, guest on the Election Night show on Television News.
Jakšić Stojanović: I hope that even with such a low turnout, we will be the strongest political party
Anđela Jakšić Stojanović from the Europe Now Movement said that the turnout was lower than they expected in that Movement.
"I hope that even with this low turnout we will be the strongest political party on the stage of Montenegro. I hope that even with this low turnout we will be the strongest pariah and that we will give the Prime Minister of Montenegro, the holder of our list, Milojko Spajić," Jakšić said. Stojanovic.
Ćulafić: I expect the Democrats to form a stable and European government with the other coalition partners
Damjan Ćulafić from the "Hrabro se Broji" coalition said that the turnout rate was surprisingly low.
"Our expectations are to keep the electorate, which we believe to be stable... If this proves to be the case, one could expect a solid result and that the Democrats and other coalition partners form a stable and European government," said Ćulafić.
Babović: Citizens are a little fed up with elections
Andrija Babović from the "For the Future of Montenegro" coalition said that the low turnout was not surprising.
"Citizens are a little fed up with elections... This kind of turnout suits parties that have a stable infrastructure, among which is the "For the Future of Montenegro" coalition. Our electorate is very stable," said Babović.
Borančić: There is definitely an oversaturation of political processes
Amar Borančić from the "Together" coalition said that such a low turnout can bring "some surprises when it comes to the result of our coalition".
"There is definitely an oversaturation of political processes, and I think the second factor is a defeatist policy of the current Government of Dritan Abazović..." said Borančić.
Zenović: Elections that carry a dose of certainty
Political scientist Predrag Zenović also cited "saturation with politics" as one of the reasons for the low turnout.
"And the fact that there is no great motivator that existed until now - it was that anti-DPS sentiment... That is no longer there, these are elections that carry a certain amount of certainty and come after all the frequent cycles..." said Zenović.
Bešić: Low turnout suits smaller parties
Bešić said that the low turnout suits smaller parties.
"They need about 9.500 voters to enter the parliament. At the back of that derby, you have smaller and better organized parties - I mean the SDP, the list of Vladimir Leposavic...".
He said that according to his research, Movement Europe now ranged from 28 to 30 percent.
"I did the last research 15 days ago," Besic said.
He added that the DPS was at 23 to 25 percent, "but they were pretty much at the maximum of their potential."
"Europe now went to 36 to 37 percent of its potential, but in practice this never happens. Regarding the reduced turnout, Bosnia and Herzegovina said that the Movement Europe should now be the first in the series of all. I would not be surprised to see that they are evenly matched DPS and Movement Europe now, or that DPS compared to Poiret Europe now has half or one percent more... In my measurements, DF went between 14 and 17 percent, and the Democrats in three different surveys ranged from 14 to 16,5 percent. The electorate is more stable than the DF electorate...", said Bešić.
Borančić: Our voters came out dominantly
Borančić said that the estimates of the "Together" coalition were that their voters "were very agile in the elections and that they came out dominantly".
"We expect a good result for us," Borančić said.
Jakšić Stojanović said that "they did not invite or exert any pressure on the citizens".
Zenović: Turnout is not good for overall parliamentarism
Zenović assessed that he does not think that such a low turnout is good for overall parliamentarianism in Montenegro.
"We have a history in these two years of attempts to constitute a stable and parliamentary-based government, which did not happen...", Zenović pointed out.
Bešić: I don't see that we will have a stable political force
Commenting on the preliminary election results, Bešić said that in his opinion, as things stand now, "I do not expect a stable political government".
"Let's expect elections relatively soon - after two years. Maybe it's too fast, but I don't see that we will have a stable political force...", Bešić assessed.
Jakšić Stojanović: We will talk to everyone, except DPS
Jakšić Stojanović said that when it comes to the formation of the government, it is "too early to speak".
"We will talk with everyone, except the DPS. We will also talk with the Bosniak Party. I think that it is healing for Montenegro, the DPS and its coalition partners to be in the opposition and that they will make a much greater contribution to the development of Montenegrin society," Jakšić said. Stojanovic.
She added that there were "too many too strong and too many words" in relation to GP URA Movement Europe now.
"It is true that some functionaries of the Movement Europe have now said that they will leave the movement if a coalition is formed with the URA. It is also true that Spajić said that he does not see the URA in the government. I would wait, that decision is not made by any movement functionary individually, nor leader, there is already a main committee of the party that will make a decision about our performance and the coalition. Colleagues from GP UR - specifically Dritan Abazović and Filip Adžić grossly abused state institutions and functions - This is something that is the personification of the period of DPS rule. Everyone in society should condemn such behavior. I would be a little more careful when it comes to statements. It's not pleasant, trust has been lost, but I wouldn't come out with explicit statements until the situation calms down a bit... We will offer conversations to everyone. What will to be our condition is the foreign policy direction of Montenegro - we aspire to join the EU, we are a member of NATO and we should not raise any issues related to internationally assumed obligations. Point two is a program related to improving the quality of life of citizens and if all the parties support the Europe now 2 program, I think we will easily come to an agreement. The third principle is meritocracy - except for political positions, once we solve the problem, we call for competitions and accept the best people for certain positions. This is an opportunity to fundamentally, not formally, advocate for those principles," said Jakšić Stojanović.
Bešić: Abazović flew out needlessly and did some damage in the campaign to the coalition
Bešić said that the Democrats could have achieved a better result in the GP URA.
"I think that in the campaign Abazović flew out unnecessarily and did some damage in the campaign. The DPS showed its solid strength... The Europe Movement has now gained the trust of the citizens, but that trust is a great responsibility for them...", stated Bešić.
Borančić: There is no stable pro-European government without our coalition
Borančić said that "saying that you don't want to talk with 23 percent that you don't want to talk is not even fair to the citizens".
"It is not politically wise at all. There is no stable pro-European government without our coalition. If we left the old paradigm behind us and offered new solutions, people, programs, I don't see where there is a problem in talking. I think this is an irresponsible attitude towards citizens... We are ready to be a constructive opposition, but if we hear from the Movement Europe now that the URa and these government structures were ready to abuse the government system, to work against the Constitution - how are you ready to form a government with such individuals, and you don't want to with us? to talk," asked Borančić Jakšić Stojanović.
She replied that the Zajedno coalition "made certain personnel changes".
"I was explicit when I said that it is healing for Montenegro and for you that you remain in the opposition. You need to prove to the citizens and the Montenegrin public that everything you are doing is essential and not cosmetic changes. As the elections go on, you have fewer and fewer votes and you need to convince them that you are doing the right thing. If you had convinced them, I assume that you would have a trend of growth, not decline. Abazović and Adžić abused the institutions and we called on the competent authorities to do their job. We advocate that the judiciary and the prosecution work without political and media pressures and I would wait for the competent institutions to do their job. If it is proven that Abazović and Adžić have something to do with the Kwon case, I am sure that they have disqualified themselves when it comes to negotiations in the government," said Jakšić Stojanović.
Bešić: If I were to decide on behalf of DPS, I would insist on being in the opposition
Bešić also joined the controversy, saying that the arguments of the Zajedno coalition led by the DPS are good and correct in the ideological sense.
"In the ideological sense, there is no big difference between Europe now and the DPS. All essential highways are not different. The problem is that the DPS as it is still has the burden of the past and that is something that must be accepted. Everything that is the problem of society must attribute to them because they were in power for 30 years. I have another reason - I think that from the point of view of the theory of rational choice it is wise for them to be in the opposition. If I were to decide on behalf of the DPS, I would insist on being in the opposition. I do not expect a stable government, but difficult time, decisions and I don't expect a very successful government...", Bešić stated, among other things.
Bešić: Democrats have a perspective, I'm not sure about URA
Bešić said that the Democrats won the same seats "as before this game..."
"I think it's a good springboard for the future. I'm not sure about the URA, I think they have a perspective for the Democrats," said Bešić.
He also assessed that the Bosniak Party has the most reason to be satisfied with the achieved result.
"The thesis that DPS is disappearing from the political scene is not true - DPS remains. We are waiting to see if it will be the case of SPS in Serbia or HDZ in Croatia. It looks more like HDZ to me. DPS has no reason to be dissatisfied. The Europe movement must be satisfied now , they also won the presidential elections. Maybe they could have won more in the parliamentary elections, but there is no reason to be dissatisfied. The Democrats should be completely satisfied with the result. They were in the most difficult situation because their electorate is the same as the electorate of the Movement Europe now. The URA cannot be satisfied. What Abazović is saying is not true. The URA would have been in big trouble if the Democrats had not reached out to them for a coalition. I also think that the coalition For the Future of Montenegro has reason to be satisfied...", stated Bešić.
Jakšić Stojanović: We will not have a situation like now where the prime minister is someone who has questionable support from the citizens
Jakšić Stojanović pointed out that the Movement Europe now, as the party that won the most votes, has the greatest responsibility in the entire process.
"This kind of unfolding of the situation for Montenegro is good because we will no longer have parties and movements in the negotiations that will have blackmail capacity... We will not have a situation like now where the prime minister is someone who has questionable support from the citizens, that we have ministers from GP URA, SNP. .. and for the SNP, it is questionable whether they will pass the census. Who will we talk to first, I would let it all settle down a bit, let's talk at the level of the Movement first," said Jakšić Stojanović.
Borančić: We will have a platform for negotiations to form a government
Borančić stated that the Zajedno coalition is ready to succeed in its position in the coming years.
"We will have our platform for negotiations to form a government..." said Borančić.
Ćulafić: There are many points and topics on which we can agree
Ćulafić said that he thinks that "representatives of some parties should be a little more responsible when expressing their views".
"If we need to form a stable government, a conversation, a consensus is necessary. There are many points and topics on which we can agree... From tomorrow we will enter the talks with a cool head," Ćulafić said, among other things.
Babović: Montenegro does not need a government of 41 deputies. It is not a majority, but a volatile thing
Babović stated that he expects a conversation and negotiations first of all.
"Montenegro does not need a government of 41 deputies. It is not a majority, but an unstable thing. We can invite all the minority parties and make a much stronger, stronger government. We want the parliament to be as strong as possible. We need to talk about all things...", Babović pointed out.
Zenović: The future government and the parliamentary majority should have a program around which they are gathered
Zenović pointed out that Montenegro faces serious tasks, primarily before the parliament.
"The future government and the parliamentary majority need to have a program around which they are gathered, and not to be a combination that should give someone the power over the country for a short period of time," Zenović pointed out.
