Dragana Radulović Sekulić from Podgorica was the best in the competition of the Ministry of Education for two advisor positions, but after the interview, instead of making a decision on the selection, she was informed that the department, which is still managed by Miomir Vojinović, decided on the same day to enter into the amendment of the act on systematization and thereby stopped her selection.
Radulović Sekulović, who has a university degree and works as a nurse in a kindergarten, claims that this is an illegal decision and that she will request the determination of criminal responsibility. The Ministry of Education is silent on this topic.
After she applied for two advertisements of the Ministry of Education in January and passed all stages of testing during the past six months, she expected to start her engagement in that department from the fall.
"The competition was held regularly in the Human Resources Administration, and at the very testing and checking of the candidate's knowledge, I proved to be the only and the best candidate for two job advisor positions in the Directorate for International Cooperation and European Integration of the Ministry of Education, and I was the only candidate who satisfied in the procedure, I expected that on July 20.7, after the final interview, the Ministry would actually make a decision about my selection, but I was met with an unpleasant situation," she says.
On the same day, after the interview with Radulović Sekulić, the general director of the Directorate for Preschool, Primary and Inclusive Education, Aleksandra Kuč, on the authority of Minister Miomir Vojinović, made a decision not to make a selection based on the advertisements with the following explanation.
"The Ministry of Education adopted the Proposal for the Ordinance on Amendments to the Ordinance on the Systematization of Workplaces from July 20, 2023, and submitted it to the competent state authorities for their opinion and for submission to the Government of Montenegro for adoption. With the said Ordinance, a new schedule of officials and employees will be made , which changes the decisive facts that influence the decision-making," the act states.
Radulović Sekulić considers this explanation unfounded.
"I know that it is illegal to change the systematization even during the duration of the competition, during the testing of candidates, let alone during the decision on the selection of candidates in order to discriminate against the best candidate because it does not suit you".
The Ministry requested that this topic be extended to next Sunday, although the public was informed about it last weekend, but they did not announce anything about it.
