The ruling Europe Now Movement (PES) announces that the Government, the Assembly and the non-governmental sector could start preparing laws on the Government and the Assembly at the beginning of next year, which, according to their opinion, should be adopted simultaneously.

"I believe that we can start working concretely on these two legal texts at the beginning of next year," said Vasilije Čarapić (PES).

"These are legal solutions that our system desperately needs. There were a handful of situations in the previous period and the need to adopt these legal solutions was imposed," said Mihailo Andušić (DPS).

And one of those situations was yesterday when the President of the Assembly Andrija Mandić continued the session of the Parliament where he stated the resignations of the new Prime Minister and ministers, but he did not schedule it or invite the deputies beforehand.

"It was about some technical matter as far as I understand, and it was a practice before. It is just one of the minor things that indicates that this area definitely needs to be arranged," said Čarapić.

And while the Law on the Assembly is not even visible, the previous Government prepared the Draft Law on the Government on which the Venice Commission had some suggestions. Čarapić announces changes in the Draft Law, in parts that are not sufficiently explained.

"Like, for example, the norm prohibiting a minister or member of the Government from having dual citizenship. So, the Venice Commission could not find a basis in practice for the existence of that norm, and the norm itself is somehow outside the framework of our Constitution, i.e. it narrows that space beyond what the Constitution gives and we don't know why that norm was proposed," said Čarapić.

"As far as the opposition is concerned, at this moment we are ready to discuss that legal solution as early as tomorrow. I think that it is necessary to define in a more precise way what is the competence of the Assembly as a kind of supervisory body towards the Government, that is one item, and another item is related to all those ambiguities and legal gaps that have appeared to us dozens of times in serious situations when there are election processes and many other things," said Andušić.
