Montenegro does not have reliable records of state property, and based on unreliable data from the cadastre, it owns about 4.500 state apartments and about 4.000 official cars.
This is what Minister of Spatial Planning, Urbanism and State Property Janko Odović said in an interview with TV Vijesti.
He announces that the new Government will harmonize the Spatial Planning Act with the new Spatial Plan, and that they will try to solve the problem of legalization for which a large number of buildings are waiting.
State property is in your portfolio. Is there finally a list of state property, and is it known, for example, how many state-owned apartments there are at the moment, how many official vehicles there are?
"Unfortunately, we still do not have this data, even if they are reliable. Here is an example of apartments - there are almost four and a half thousand state apartments according to the records. However, what is happening is that these apartments are registered in the real estate cadastre as state, and a large part those apartments were purchased in the previous period. However, it was never registered through the cadastre. That's why we cannot know at this moment whether it is about four thousand apartments, five thousand apartments, or about 50 apartments.
Is there an approximate figure for official cars?
"That approximate figure is around four thousand company cars. In two to three months we will be able to talk about the exact number".
The draft of the Spatial Plan is under public discussion, you said that you expect comments and suggestions. What do you think about him?
"The Spatial Plan, at this stage, can be said to be a solid basis for further development, in order to really get to what the real Spatial Plan of Montenegro should be. And for that reason, I rely heavily on the public debate, which will to follow after the census results are known".
The previous government initiated changes to the Law on Spatial Planning and Building Construction, in order to extend the validity of existing planning documents for another year. What will you do in that field?
"The Law on Planning and Construction and the second Law on Legalization. This highest plan, according to which the lower ones should be managed and not the other way around, so we should definitely wait with the Spatial Plan and then see how the spatial planning of the lower order will be solved. Absolutely. himself a supporter of centralization in terms of planning. If we look at previous experience, what decentralization has led to, that we have one Budva, for example, the situation in Ulcinj, that we have a situation like in Dobra voda, Veliki pijesku, it is not a good way to plan the space we have little anyway".
How many illegal buildings are currently in Montenegro and will those for which there are demolition decisions really be demolished?
"Based on data from July of this year, since the application of the law, 56.350 requests for the legalization of illegal buildings have been submitted, and only 2.818 buildings have been legalized. The way I see this issue is the way Croatia, for example, did before joining the EU - all buildings that did not violate spatial plan that was in force at the time, but which did not pose a problem for other buildings, obscured the view, were on public property and similar were legalized and for very little money".
In what cases will you review the possible usurpation of state property? For example, we have the case with Marko Tsarević's Carinvest company, which is also on trial for the usurpation of state property in Krimovica. Will you reconsider those decisions of the former governments?
"If the court rules that it is a case of usurpation of state land, it is definitely known what follows and what the procedures are - that land must be freed and returned to its previous state, so I will absolutely act as the court says".
