Vuković said that he is glad that political stability exists and that it is "a prerequisite for everything".

He invited anyone from PES and the Government to talk with arguments and facts.

"An ordinary citizen has received a serious materialization of hope - that his salary will be 25 percent higher, that his pension will be 600 euros, that 40.000 of the 30.000 unemployed will find a job right now, in ten months," he said.

22h41PM

When asked if he was looking forward to the entry of ZBCG into the Government, Krapović said that it was not up to him to be happy or not, but that it was something they committed to in the coalition agreement.

"The prime minister will decide when the moment is right for such a thing, we will support everything that is in accordance with the agreement," he said.

Krapović said that the government made significant successes, above all in the field of European integration, as "the priority of all priorities".

"All these stories, economic problems... All this can be solved by joining the EU," he added.

He said that the Democrats will be a stable partner in the government and that they will create "only a constructive environment in which reforms can be implemented."

22h36PM

Bešić believes that the entry of ZBCG into this Government will cause big problems for both them and the executive power.

"It will not bring stability to that Government, there are two key reasons. The first, because it will produce an internal dynamic between all actors existing in the Government, where we have a fair amount of animosity in a large number of relationships. The animosity between Spajić and the DF was very pronounced in the time of negotiations about the Government, I don't know if the axes were buried there. The animosity was very pronounced between the Democrats and the DF. If Spajić, and there is every chance that he will invite the Bosniak party to enter, you have potential which does not seem to me to be stable. The second thing is that the spoils of the party have already been distributed. If someone gets a ministerial position now, someone must lose it ", Besic said.

He emphasized that the ZBCG coalition has "every possible right" to be in the government, just like any other party.

"However, I don't think their entry into the Government in this situation will contribute to stability. Moreover, I don't see what political or economic contribution they can provide. I don't see what is compatible with what Mr. Spajić received from their pre-election program a loan for fulfilling obligations before this Government," said Bešić.

22h34PM

Zogović, when asked if he would be happy to head the Management Board of the Investment and Development Fund, said that for him it was an "impossible thing" in accordance with his political logic.

"He is one of the people who participated and made a significant contribution to extend Djukanović's rule for another 20 years. We have a clear position, and I have now expressed it on that issue as well, but we cannot frame others and predict who, within the parliamentary majority, will the name suggests certain people and indicates trust in them to perform certain functions".

22h26PM

Zogović said that the agreement clearly defines the deadline for the reconstruction of the Government.

"However, it has not been determined that it should be then. We expect that they will do so in some future period. Today, information appeared that Mr. Spajić advocates a phased reconstruction of the Government. There is no need to open any broad story, all that remains is for the ZBCG coalition with Spajić agreements about the timing and the moment in time when it is considered best for the reconstruction to take place, and by no means out of potential urges that ZBCG will be part of any forum, especially not the executive power, just to be part of something."

He expects that the reconstruction of the Government may begin next month as well.

"Based on all the results achieved by the parliamentary majority, the entry of representatives of the ZBCG coalition will give a new impulse and new energy", assessed Zogović.

When asked if they would "sit with the DPS tomorrow" in the government, he said that he expected that "with the replacement of Đukanović" the "political matrix" within that party would also change.

"Young people who want to present themselves as a new force of the DPS are actually the guardians of all the assets of Mr. Milo Đukanović," said Zogović.

He said that DPS is still not an acceptable partner for them because "there are no essential changes there". "That party is still indisputably ruled and managed by Mr. Milo Đukanović," he claims.

22h22PM

Vuković claims that Montenegro will certainly take on debt in the next two months.

"With domestic banks, the limits have been exceeded, but we will borrow on the international market, below 500 million. This is my projection, I am not completely sure about it. But, if you need to repay the debt, you have a traditionally bad first quarter, you will have to take on debt and, in my opinion, you should take on at least 500 million euros. I ask again - who will pay for it all, and at the same time you have not increased your wages by 25 percent, you have not reached the average pension of 600 euros and you have not reached full employment waiting for 2025, which is one of the most financially challenging years."

22h18PM

Krapović, when asked if he expected "Milović to leave", said that it was a question for him.

Komnenić also asked him if he sees Milović as a "free agent" or "as he publicly declares himself, as the political backbone" of Spajić.

"I see him as the Minister of Justice in the 44th Government and someone who is highly positioned within Europe now. Whether he does things on initiative, whether in an agreement, whether he makes his views public in some agreement, I cannot know that at this moment." said Krapović.

He said that it seems to him that there are no major disagreements between the Democrats and PES and that they have "very correct cooperation on many levels".

22h14PM

Krapović repeated that "as responsible people" he will insist that economic programs are implemented in a fiscally sustainable manner.

"Any possible legal solution, some other types of decisions, will of course be reviewed at the level of the Government and the Assembly. This is how the system must function".

22h04PM

Bešić also pointed to "inexplicable disparities".

"I have a simple explanation. My colleague stuck to papers and projects, with certain figures, and the one who said those things was planning some other projects that are not in those papers. There is simply no other explanation. We had in the previous Government, unfortunately, here we have and in this case - your intuition tells you to make a statement, you are playing with serious numbers, without serious commitments... There is no doubt that there is no serious strategic economic policy here you don't have a plan," he pointed out.

He said that the government must have an economic plan and that it must be transparent.

"If they don't have it, let them say that they don't have it, 'we'll make a plan, we're working on it'... Whatever. It's also fairer to the citizens and to us who are discussing it," said Bešić.

He referred to Vuković's claim that unemployment cannot be lowered from 15 to four percent.

"You can do it, very simply, by playing with bureaucratic tricks. For example, the Parliament can pass a law that all unemployed people have to report every day in the morning to get a certificate that they are unemployed, or at least on Sundays. Anyone who doesn't report - they get fired from the records. They pass such a regulation, publish it in the Official Gazette, people habitually do not come forward, and the unemployment rate has fallen, with fictitious bureaucratic tricks," said Bešić.

21h44PM

Speaking about the government's fiscal and economic policy, Vuković reminded that the budget was adopted in which expenditures are 400 million more than in 2023.

"The largest part of that is mandatory expenditures. This means that if part of the planned revenues are not realized, we will run into deficits and serious problems".

He said that now "all the cards are being thrown at the document called the fiscal strategy".

"As someone who has read every previous fiscal strategy, I have to say that every one of them was a failure... We will have a problem in the coming period as the citizens of Russia and Ukraine will leave us. We all hope that the war in Ukraine will end and then there are serious problems in the collection of income," claims Vuković.

He reminded that last year, amendments were made to the Law on Budget and Fiscal Responsibility, where it is stated that the opinion on fiscal strategy is given by the Fiscal Council - which has not yet been formed. The opinion was previously given by the Central Bank.

"Then in December of last year, they also brought changes to the law, that the application of Article 17, according to which the Fiscal Council, which has not yet been formed, can give an opinion on the fiscal strategy only on January 1, 2025," Vuković added.

He says it's "another in a series of delays" and "a big buy of time."

Vuković said that he sees as good things that the OECD improved the rating of Montenegro, that the EU gave a grant of 130 million euros, that the story of a credit-guarantee fund was started, that the state borrowed at "relatively favorable interest rates, compared to the overall context of expensive interest rates"...

"I don't shy away from the fact that every good thing the government does is not praised," he said.

Vuković said that it was very strange that someone had promised "such an extensive package" in one year and that it would not have been a problem if it had been said that things would be done in four years.

"When you say full employment... This country has not lowered the unemployment rate below 1985 percent since 10, and no one is saying that it will drop from 15 or 14 to four percent in a year," he added.

He believes that a 25 percent higher salary "cannot be done without canceling contributions".

He says that he will retire from public life if the conditions from the "Europe Now 2" program are cumulatively met by November. "Here's to January 1, 2025," Vuković said.

He recalled the interview of Spajić, in which it was said that six to eight billion are needed for projects in the transport sector alone.

"However, when I created a unique list of infrastructure projects, it says, including airports, 3,7 billion. How did someone come from the official government document of 3,7 billion to the amount of six to eight billion, or is it the famous one" poof pouf' planning," said Vukovic.

"Under number two... In this budget, the highway, the Mateševo - Andrijevica section, is financed from our own money. In this way, we gave up EU grants and favorable loans from European banks... Giving up a possible grant of several tens or hundreds of millions of euros, and cheap loans for a very long period of time with cheap interest rates and say - we will do it from the budget, in order to bypass strict procedures, this tells me that some practices have not changed. It is important that someone explains how the sector is of traffic grew from 3,7 billion euros to six to eight. That's the total debt that Montenegro has," Vuković pointed out.

21h36PM

Zogović said that we will be sure that we have measurable results in the fight against organized crime and corruption when there are final verdicts when it comes to organized criminal groups and "numerous procedures that were collected on the basis of evidence and the Sky application".

"We still don't have measurable results, especially in the fight against high corruption," he pointed out.

"The positioning of Mr. Šuković at the head of the SPO will depend solely on how Mr. Novović will appreciate his work and how much trust he has in his work, and not anyone else," Zogović pointed out.

He said that they expect the new Supreme Prosecutor Milorad Marković to deliver the results he planned in the program he submitted to the parliament.

21h28PM

When asked if he understood the decision of the Minister of Justice Andrej Milović not to extradite the Turkish citizen Binali Camgoz, Krapović said that he did not have insight "into all that is the subject", but that "it is clear to an ordinary citizen that it is not good for that person to reside in Montenegro Burning".

Krapović said that the head of the Special Police Department, Predrag Šuković, since the arrival of Vladimir Novović at the head of the Special Prosecutor's Office, together with the SDT, has carried out a large number of actions related to the arrest of the former head of the judiciary, the prosecution, other criminal groups and individuals...

"It seems to me that the wish of many in Montenegro is for him not to be in that place," Krapović said.

Komnenić reminded that this is also the wish of Minister Milović.

"Obviously also Mr. Milović. I don't think it was appropriate for the Minister of Justice to interfere in this whole matter in such a way," said Krapović.

Komnenic asked if he "pushed" Milović into the basket with those who want to stand in the way of some investigations.

"No. I said what is the fact. It is that Šuković and Novović bother many people. As far as I understand, there are no objections to the work of Mr. Novović, Mr. Milović. However, there are some objections to the work of Mr. Šuković. He will present those things. What as far as I am concerned as a member of the Government, and as far as the Democrats are concerned, our focus of interest is the opinion of a key figure in the fight against organized crime and corruption, namely Vladimir Novović of support for Mr. Šuković".

21h05PM

Komnenić, asking a question to Bešić, said that the impression was created that everyone is replaceable and that "everyone is smiling and flirting with PES."

Bešić said that it is not just an impression.

"PES has existed for enough time that from their behavior so far we can conclude something about their future behavior. At the stage when the government was formed, the Bosniak Party started with a maximalist demand and Spajić immediately started with an offer to the former DF. Then he withdrew that offer. Simply , and in that process the game was very simple, to reduce the blackmail capacity of anyone, to let him know that he is not the only one nor irreplaceable. He played that, not so skillfully, I think Spajić will play the same now".

He believes that the entry of ZBCG into the Government can lead to stability, but not certainty.

"If the entry of ZBCG will introduce that kind of predictability, it means that everyone from that coalition knows what the 'Europe Now 2' program looks like and what the government's political plan looks like. I don't think they do."

Bešić said that he thinks that by introducing ZBCG into the Government, Spajić will take care that this coalition "does not have enough blackmail capacity to overthrow the Government with its numbers".

Komnenić recalled that the West opposed the entry of ZBCG into the executive power.

"I think that the Western partners really did not treat the situation fairly. This especially applies to the 42nd government of the unfortunate Zdravko Krivokapić. You are doing everything to abuse your influence and political power in order to prevent the party that was first in line to be the holder of that power . That's not right," said Bešić.

He said that Montenegro must protect its integrity.

"People who are in power, regardless of what they think and what their ideological orientation, they have to protect the integrity of the state. Citizens voted, all parties that are in the political space are legitimate. When they behave outside the law, then they should be dealt with fight. When they respect the laws, every actor is legitimate to be in the government," he added.

He said that the greatest strength of PES is that it has unlimited coalition capacity.

Bešić said that he admits to that party and the Government that "deep divisions, which existed and were nourished by DPS and DF", are now on the back burner.

He believes that PES is not yet a "real, serious" and organized political party.

"If I were in that party and the structures of the Government, I would stick to Demokrtos. It is the most serious political party besides DPS, in terms of political organization and how a party should function, which has enough experience and knows how things work. That PES is not and that is their biggest problem," said Bešić.

He said that the biggest political mistake this government can make is to collide with the Democrats.

Bešić also said that "people from ZBCG are not infantile children", but that there are serious politicians in that coalition who know that they cannot go to political extremes.

"They will stick to their ideology and national position, of course. I am not concerned about that part, I am concerned about the part that encroaches on the feudal rights of party feudalism, which is a characteristic of all party feudalisms in the region, including in Montenegro - where you have to redistribute functions, where an internal struggle and misunderstanding about privileges, authority will begin... Look at a small example of the security sector, what he did between the Democrats and the PES".

He said that he believes that, if ZBCG enters the government, Spajić will invite the Bosniak party to "match ideologically and to give less share to each party, so that no party is a veto player".

"He will play it, or at least try, whether he will succeed is another story," added Bešić.

21h00PM

Zogović said that he does not see why anyone would be bothered by the fact that the tricolor is in the cabinet of the President of the Assembly.

"It is protected by the law on symbols. It is our flag, I don't see why anyone would produce animosity towards something that is significant to the dominant majority of citizens of Montenegro, who use that symbol when some of the most beautiful things happen in their private lives."

He believes that the "hunt for the tricolor" is not "something new in Montenegro".

"All the occupiers attacked it first - the Italians, the Austro-Hungarians, the first thing they did when they came was to take off that tricolor. There is no need to exclude and create a gap in such a way, when we can come to concrete solutions, so that everyone is satisfied and let's get out of the identity problems that created an unnecessary gap between citizens in the right way".

When asked if it was appropriate for a representative of the secular government in the parliament to kiss the metropolitan's hand, he said that Mandic had the right to be a believer, to which Komnenic emphasized again that this happened in the Assembly. Zogović reminded that Mandić also hosted the archbishop of Bar.

20h53PM

Zogović said that the coalition "For the Future of Montenegro" wants to help Spajić in everything that depends on them to deliver to the citizens the promises from the pre-election campaign.

"Any different behavior of the ZBCG coalition and all other constituents of the majority was inappropriate and they could turn out to be the obvious culprits because their actions contributed to the failure to realize the program that Prime Minister Spajić is talking about," said Zogović.

He said that he expects Spajić to deliver results within the deadline he set and that in this sense he will have the support of the ZBCG coalition.

He said that the Prime Minister will not have their support for "indebting the state for the purpose of daily and public consumption", as well as for "ruining the PIO Fund".

"It is up to us to help Mr. Spajić, in accordance with the Constitution and the law, to deliver what he promised".

20h48PM

Vuković said that "the risk of the collapse of the budget falls into the background compared to the inevitable collapse of the public pension system".

"Six hundred million euros are the income of the PIO Fund. If they are abolished - how will the 600 million euros be compensated, how will pensions be calculated when contributions are abolished, and who will return the money to me and all the citizens who have paid so far? It is about five up to ten billion euros," he pointed out.

20h40PM

Vuković said that he asked the Parliament to provide him with a copy of the "Europe Now 2" plan. "The Assembly says - it has been established that the subject plan is not in the possession of the Parliament of Montenegro".

He also addressed the Tax Administration. "The authority is not competent to act on the request in question," they replied, as Vuković said.

He said that he also contacted the Employment Office. "The institute says that it has established that it does not possess the requested documentation, and considering its name, that is, the information about it, it is not aware of which authorities possess it".

Vuković said that he turned to the Ministry of Labor and Social Welfare, under which the PIO Fund is administered. "The ministry says that it does not have the requested information, because it is not within the competence of this public legal body. Imagine that the ministry that needs to implement the reform of the PIO Fund, in whose jurisdiction the Fund is located, is not in possession of the 'Europe now 2' plan".

He said that the PIO Fund replied that it was not in possession of the mentioned plan.

"And finally, of course, the Ministry of Finance, as the most important body in this story - this body does not have the requested information related to the copy of the plan of the 'Europe Now 2' program".

20h38PM

Krapović said that he was not familiar with the program "Europe Now 2" in detail and that he had not seen it.

"Our agreement deals with that program in one part and says that it will take place and be implemented in a fiscally sustainable manner".

Asked what it means when he has not seen the program, he said that he is not entering into something that is a program of PES, to which Komnenic pointed out that it is a program of the Government.

"It was included in the Government's exposé, but it is a pre-election promise of the Europe Now Movement and they will be dominant," said Krapović.

20h29PM

Krapović, speaking about the proposal of the Minister of Internal Affairs, Danilo Saranović, to dismiss the director of the Police Administration, Zoran Brđanin, said that this is primarily about respecting the decision of the parliament.

"I think there were results in these hundred days, maybe there would have been more if there had been that resolution," he added.

He said the Democrats don't have "any particular favorite" when it comes to the position of police chief.

Komnenić asked Krapović whether the Democrats are "a bit hostage to the political environment", since they can "be easily replaced".

"That's not a problem. If we don't have a place in that government, we need to be told that. It won't be the first or last time that we possibly join the opposition, so we're relieved."

He said that the Democrats are a constructive partner who thinks about their moves and who will not do anything hastily that could threaten the stability of the Government.

"On the other hand, we will very clearly insist that the law and the pre-election promise of everyone in the Government be respected, which is a determined fight against organized crime and corruption," he said.

20h20PM

Bešić, speaking about Spajić, said that there are some indications of maturing, in terms of political communication "not yet", but he said that the government has solved some acute problems that it had to face.

"There, she made some results that I wouldn't qualify as bad as political actors do. I'm saying all this without economic aspects, I absolutely share the dissatisfaction with that, primarily because of the non-transparency of the program on which power was actually obtained. In the campaign, we had an argument that we he does not want to say what all the elements of that program are, and now that it is being implemented, we do not know what is being implemented. It is simply quite infantile, frivolous and irresponsible".

He said that his biggest objection to the work of the Government is that it "does not meet the needs of citizens when it comes to their need to have a feeling of certainty and security."

"This Government radiates insecurity to a small extent. We do not know what that economic program looks like, how and what will be implemented, we do not know how political actors will act on it. In other words, we have unpredictability in the near future and that is very dangerous for this Government and the status of the parties in that government. I think that sooner or later it will lead to problems. With all the serious shortcomings that DPS had when it was in charge of Montenegro, you knew what to expect from them. This government created unpredictability the world and that is its most serious problem. I think that it will multiply over time. The government does not have a clear work plan that it presents to the citizens, and then it works and informs the citizens about the extent to which that plan has been fulfilled," he said. is Bešić.
