The new Decision on renting beaches, proposed by the management of Morski Dobr, has caused outrage from many previous tenants, who claim that the changed conditions do not value their previous investments, and the priority is given to the one who offers more money.

However, Morski Dobr claims that until now the right to a five-year lease was held by privileged individuals, so the state had almost no benefit.

"The reason why the state did not benefit from this most important state resource is the fact that decisions were made in the interest of privileged individuals, certain interest groups, and not in the interest of the citizens of Montenegro. We want to change that, we want a fair tender, a price policy that corresponds to the current situation in the country, and only through such a policy will we create the preconditions for the area of the Maritime Dobr, that is, the Montenegrin coast, to be valorized in an adequate way,'' the director told Television Vijesti. Maritime Dobr Mladen Mikijelj.

Tenants claim that the new criteria reduce the scoring of the conditions that they need to fulfill, and the priority is given significantly more to money.

"They will put something like ten points, which is nothing, and now it turns out that someone can come with unverified money, just come like this and take everything that we have developed for 40 years. It's not an advantage, it's a quality. So, the quality will not count for us, it is reduced by 300 percent. Let's say, you used to get 40 points, and now we will get 12, according to the proposal,'' pointed out beach tenant Nikola Perišić.

Mikijelj replies that this is absolutely untrue.

"Through the new tender procedure, the former users will have an advantage, but they will not have an advantage at the level that it is automatically known that they will continue to use the swimming pool and temporary facilities. The previous tender procedure, that is, the rulebook that determined the tender procedure, gave them an advantage at the start in the amount of 75 percent. If the decision is made as proposed by the Board of Directors, and the decision is made by the Government of Montenegro, they will be given priority in the amount of 20 to 35 percent, depending on the criteria which they fulfill. They will have an advantage through the new tender procedure, but an advantage to the extent of reality, and not in a way that it is known at the start that they will continue to be users of those bathing areas," he said.

The director of the Maritime Property indicates that the original proposal of the decision, precisely in order to facilitate participation in the tender for the previous tenants, has been corrected, but to a realistic extent. And while Mikijelj expects the Government to adopt this decision, those who have leased the beaches until now hope for the opposite.

"I believe that there is someone who, shall I say, thinks more soberly in the Government. I believe that there will be corrections in the government,'' says Perišić.

While reminding that the tenants in the Management Board of the Maritime Property do not have their own representative, and that they were not consulted at all during the consideration of this proposal, Perišić pointed out that, if no compromise is found, they do not rule out the possibility of protest.
