Nine and a half months since the constitution of the current convocation of parliament and six and a half since the election of the president, the two vice-presidential seats are still empty... That could change soon.
"By the end of the month, that is, at the beginning of the next month, we will already have those two seats filled and that the Assembly will be working at full capacity," Albanian Forum deputy Nikola Camaj told TV Vijesti.
The candidate for one, from among the minority parties, is already certain.
"Our coalition and party is of that position, and we are in the club of that position, that I cover that position and I count on that to be the case," said Camaj.
Before the election, the Rules of Procedure will be changed. The changes are initiated by the parliamentary majority, and it defines that, if a candidate for vice president from among the minority parties is not proposed within half a year, a member of parliament or a group of them, from those parties, can also do so.
"It is an unblocking mechanism, so that simply no one can block anyone. Now, in this situation, what is the situation that the Bosniak party is in the majority, and it has six representatives, and it is supported by three more Albanians, and I will not, and it cannot pass - so it depends on that one representative - this, as we propose, we unblock it", says Camaj.
In the Bosniac Party, they see the majority's proposal as a step backwards in the aging of minority rights.
"Because I believe that in this way they are trying to elect eligible people, those who correspond to the parliamentary majority, the current one, or another one. This does not have the support of BS", says MP Amer Smailović.
They think similarly in DPS
"We do not support this amendment to the Rules of Procedure, just as we do not support intentions to satisfy some short-term interests, which are nothing more than a reflection of some political trades. It seems to me that there is an intention here to create a mechanism, to open up space, so that the government in Montenegro will be the one to ultimately decide on the personal solution for the vice-president of the Assembly, who comes from the ranks of less numerous peoples", said MP Sonja Milatović. .
Camaj says that there is still room for an agreement with the Bosniak Party
"However, I will insist and ask, for the sake of further cooperation, that they support our proposal for the vice-president of the Assembly, if they have the will, I think that good always returns good. I think that they should know that neither on the basis of the Law nor the Rules of Procedure that if someone is the greatest, not everything belongs to him, but as we agree. I still count on an agreement", he said.
The MPs will discuss amendments to the Rules of Procedure in the planum on Friday, and when it comes to the candidate for vice president from the opposition, who is expected from the benches of the DPS, there is no official information yet.
