If the lists of Mladen Mikijelj and Nikola Jovanović are not agreed upon, there is no government without the Democratic Party of Socialists (DPS), political analyst Miloš Bešić said.
"If we put everything in the same basket and add one of these two lists, there are not enough mandates. Either we will have power with the DPS or new elections," said Bešić.
He previously said that his analysis before the beginning of the campaign showed that the list led by Nikola Jovanović, the list for the future of Budva and the Democratic Party of Socialists will have between 18 and 25 percent of the votes won in the local elections in Budva.
According to that analysis, Bešić said, URA also has a decent rating, while the other parties are a little behind.
After the announcement of the preliminary results, Bešić said that he expected URA to have a slightly better result, and PES to have a much better result.
He said that these results do not represent the balance of power of the parties at the state level.
"Seven out of nine papers passed the census, which opens combinatorics," said Bešić.
"Each environment is specific. For many years, the DPS ruled Budva in a very strange and inappropriate way. After that, we had elections that were a kind of natural reaction of the citizens to the long-term rule of the DPS," said Bešić.
He said he expected the turnout to be lower.
"It is obvious that there are a large number of capable and good actors. The campaign was decent and solid from every point of view, a strong campaign by all parties," said Bešić.
