From 2001 to the present, an average of four women per year were victims of femicide.
Biljana Pavićević (33) from Podgorica is the 89th victim.
The civil sector is outraged at the way the judicial system in Montenegro treats this issue.
For years, they have been warning that every femicide was preceded by the abuse of the woman, her reporting to the competent authorities, and then the qualification that in the process of abuse, there are no elements of a criminal act, but that it is a misdemeanor.
However, every time from this misdemeanor, the most serious criminal offense arises - murder.
