Round-the-clock work on the repair of faults in the water supply and sewerage network in Bijelo Polje is an indicator of very poor quality. This is stated in the report on the work of Bjelopolje Vodovod for the year 2023, in which it is stated that this company ended the year with a loss of over 270.000 euros. It is another in a series of years in which this company operated in the red.
"The new board of directors, headed by the executive director, took over the management of the water supply in the middle of 2023 with a forecast loss in the amount of almost 450.000 euros. Due to increased costs of prices, material costs, salary costs, service costs, costs based on employee lawsuits and the like", said the technical director of the "Bistrica" waterworks Marko Bulatovića.
The new board of directors took over management on May 17 last year from the former director from DPS, Milan Bulatović, who was at the head of Vodovod in Bijelo Polje for 34 years. He was appointed deputy director at the end of the same month. Because he was dismissed before the end of his mandate, Bulatović sued the Municipality and his company before the Basic Court in Bijelo Polje and demanded a huge severance pay, according to the lawsuit we received through the MANS service for free access to information.
"The plaintiff's employment relationship was based on a certain period of time, with a mandate in the position of executive director of four years. Article 12 stipulates that upon dismissal, compensation in the amount of 55 thousand euros must be paid to the executive director before the end of the mandate," says Bulatović's lawsuit.
The management board of Bjelopolje Vodovod dismissed Bulatović three months before the end of his mandate. In addition, the former director of Vodovod demanded the payment of unused vacations for almost 12 years, even though he is the one who signed the vacation decisions in the company.
"In the name of compensation for damages due to unused vacation for the period from August 23.08.2008, 01.01.2020 to January XNUMX, XNUMX, the amount (which will be specified after the findings are made), with default interest, from the day of the expert examination until payment," says Bulatović's lawsuit .
According to property records from the website of the Agency for the Prevention of Corruption, Bulatović received 2021 euros in 1.800, and 2022 euros in 1.700. When Esad Mahmutović from SDP took his place in 2023, he received 1.800 euros per month for the first seven months of work, after which it was reduced to 1.309. During all that time, the inhabitants of Bijelo Polje often remain without water, and many in the rural area still do not have it at all because the water pipes have not been built.
