On the eve of local elections, there is noise, and after them, silence. Negotiations on the formation of the government in Podgorica have not yet started, although some lists already announced them on Sunday.
While the negotiations and conditions for the formation of the majority of 30 councilors are awaited, the Municipal Election Commission (MEC), which announced the preliminary results today, filed a criminal complaint because the president of the committee at a polling station in Doljani did not issue an extract from the voter list.
Whether there will be a repetition depends on the objections, of which there are none for now.
"We will invite Mr. Saša Mujović tonight, we will invite Mr. Luka Rakčević tonight for an agreement," announced Jelena Borovnić Bojović, the leader of the "For the Future of Podgorica" list, on Sunday evening after the local elections.
It is too early to talk about the agreement, because two days later the negotiations on the formation of the government did not even begin.
Representatives of the "For the future of Podgorica" list told Vijesti Television that yesterday Borovinić Bojović called the leader of the Europe Now Movement (PES) and Democratic Montenegro list Saša Mujović and the leader of the "For a better Podgorica" list Luka Rakčević to talk.
According to them, Mujović said that he was ready to agree on the date, and Rakčević that he was not in the country at the moment.
On the other hand, the newspaper "Za bolja Podgorica" gathered around the President Jakov Milatović claims that they have not received any official invitation for negotiations.
Television Vijesti was told by the Civic Movement URA, which is part of the "Za bolja Podgorica" list, that they had party consultations, but that after that they should talk with their partners from the Movement for Podgorica in order to define their final platform for negotiations.
At this moment, most of the 30 councilors are breaking their six mandates. PES and the Democrats have 14 mandates, and the Future of Podgorica has 13 mandates. Although it is not known what the final conditions will be for the list led by Rakčević, he previously said that he would ask them to support him for mayor.
The Director of the Media Center, Duško Vuković, believes that the negotiations will last, and that setting the conditions for the best possible positioning is legitimate.
The Democratic Party of Socialists (DPS), which won the most on Sunday – 19 mandates, also needs a list led by Rakčević, as well as three councilors from the European Union and two from the Party of European Progress (SEP) to form the government.
This party did not want to talk about this topic today.
The question is ultimately what the final conditions will be and who will be more acceptable.
And while the parties that received councilor mandates have yet to catch up to see how they will enter the Assembly of the Capital City, the MEC, after announcing the preliminary results, is waiting for objections until Thursday. Until now, there were none, President of the MEC Vladimir Filipović told Television News, but in the meantime he filed a criminal complaint with the Podgorica police against Petar Globarević - the chairman of the committee at the polling station 27 of the "Dragiša Ivanović" primary school in Doljani, because he did not submit an extract from the voter's list during debt relief.
However, as the law does not specify whether in this case the elections are repeated at that polling station, the MEC will decide on this if there are objections, by Friday morning at the latest.
The "Pokret Naprijed Vuk Kadić" list requested an inspection of the list and a recount of votes from certain polling stations, including this one in Doljani, which, according to preliminary results, is below the census for which it lacks 203 votes.
