And 11 days after the local elections in Podgorica, calm. The lists, whose negotiations on the formation of the government in Podgorica are expected, say it is early, there is plenty of time because the final results have not yet been published.
And they will have to wait until the Constitutional Court puts an end to complaints about alleged irregularities.
The State Election Commission, which rejected all 15 objections of the Naprijed Vuk Kadić Movement, handed them the decisions today. The movement, which demanded a repeat vote in 15 polling stations, now has 48 hours to appeal to the Constitutional Court. From this list, which lacked 201 votes for the census, they told Television Vijesti that they would submit the appeal within the legal deadline.
"The Constitutional Court submits the appeal to the SEC in which it requests a statement from the SEC in relation to the appeals. After that, the SEC sends all the necessary documentation or possible statements of the answer to the appeal within 24 hours. From the moment of submission of the relevant documentation to the Constitutional Court, the Constitutional Court the period of 48 hours also begins, in which he decides on the appeal in question," President of the State Election Commission, Nikola Mugoša, told Television Vijesti.
This actually means that, when everything is added up, the decision of the Constitutional Court on objections can be known in 5 days at the earliest, but it will most likely be longer.
"It is impossible to determine exactly when this process will be completed, precisely for the reason that when the Constitutional Court receives a potential appeal from the applicant, it does not have a limited deadline within which it must submit a request for a statement to the SEC. In this sense, the dynamics of the work of the Constitutional Court will to the greatest extent depends on the completion of this process".
There are currently six judges in the Constitutional Court, and they should also decide on appeals related to the elections in Kotor. The SEC accepted the objections of the DPS about repeating the elections in Mirac and Prčanj, and rejected the objections of the President of Kotor Municipality, Vladimir Jokić from Democrats, about the omissions in the work of the Municipal Election Commission, stating that they had previously made a decision on the same legal situation.
"'The SEC, guided by the article of the law which prescribes that decisions are made by majority of votes, both for adoption and rejection, the required majority of votes and guided by the position of the Constitutional Court, decided that in this situation when there is no decision, the speech is considered adopted. Of course, this situation is subject to review before the Constitutional Court," Mugoša said.
From the Democrats, who won 10 mandates with the PES in Kotor, Vijesti Television was told that they will appeal to the Constitutional Court tomorrow, because they will not allow the scenario in Šavnica, and from the DPS, which also won 10 council seats, they expect that the Municipal the election commission complies with the decision of the SEC and repeats the elections. Mugoša still says.
"Until all this is finished before the Constitutional Court, there can be no repeat voting," Mugoša said.
