The father of a girl with developmental disabilities, Milomir Pavlović from Danilovgrad, was unpleasantly surprised yesterday.
He received a Decision from the Center for Social Work, that his child has to pay for his stay in the Day Care Center...
"The Decision has arrived that out of her disability allowance, 303 euros, nine cents are paid per hour spent in the Danilovgrad Day Care Center. I feel miserable," said Pavlović.
He explains that the Decision was made based on the Decision of the Ministry of Social Welfare.
The hourly price is set at 1,80 (euro and 80), and that users pay a participation of five percent, that is nine cents per hour.
"For each month, in relation to the income, the price will level out, probably this is an experimental moment, if this passes at nine cents, in a couple of months it will be 90 cents," said Pavlović.
The single mother of a girl with a disability, Rajka Bečanović, told Television Vijesti that the right to personal disability allowance is one of the rights that falls within the domain of basic material benefits from the social protection of an individual and that it cannot be income and the basis on which a person with a disability is obliged to pay social service.
He adds that the question arises - "does social and child protection aim at improving the quality of life and empowering for independent living?"
And finally, that it is not about the amount imposed on them, but about the method and basis for charging for a service that does not meet even the minimum standards and needs of users...
"Instead of making it easier for us to live and fight after wasted years of life and finances, our Ministry is introducing a miserable tax of nine cents per hour of stay," said Bečanović.
Parents say they are offended and point out this paradox...
"The decision is up to my daughter, that she pays for it, it's not up to me, that she pays from her disability allowance, I have 15 days to appeal and I'm going to file an appeal on my daughter's behalf, where I'll write to the minister that my daughter is ready to pay, that she said she would, but when she learns what nine cents means, what a euro means, because she doesn't know that. She knows how to say a euro, but she doesn't have a sense of what a euro or nine cents or 300 euros means," said Pavlović .
Finally, exasperated parents say:
"The government has changed, but bad practices have remained, that's 100 percent. At least as far as these children and people with disabilities are concerned. I think that this government has done something for the benefit of citizens' standards, but that this population is the most endangered, the most risky, the most discriminated against, remained under the radar of this government as well," said Pavlović.
