The Savnica scenario is no longer just a threat to Kotor, but the blockage in the functioning of the municipality has now definitely moved to the coast as well.
The State Electoral Commission once again ordered the Municipal Commission to issue a decision on repeating the elections at two polling stations in Kotor, which does not have the majority to make such a decision.
Even the Constitutional Court does not have a majority for making decisions, because it lacks one judge to be fully functional.
