Efficient implementation of carefully planned projects or a list of nice wishes and promises - the government and experts in economic affairs have different views on capital budget planning.
While Finance Minister Novica Vuković is proud of last year's realization of as much as 106 percent of the capital budget, Monitor journalist Zoran Radulović suspects that the original money distribution plan was deviated from, and that instant solutions were resorted to to fill the gaps.
Radulović also notes that there are many projects in this year's capital budget that do not even have the necessary documentation to begin work.
