Newly elected Minister of Public Works Majda Adžović said she expects the Parliament to adopt two bills ratifying the Government's agreement with the United Arab Emirates.
In "Colors of Morning" on TV Vijesti, she said that the government fully stands behind the agreement, but that it is not unexpected that President Jakov Milatović will return the laws, if adopted, for reconsideration.
Milatović requested that the debate in parliament be postponed until the opinion of the European Commission and the relevant agencies in Montenegro is received.
She said that, after the latest amendment action, "there is no longer any question of whether the Assembly will be bypassed."
"The government relies on arguments, not pressure. However, I understand political opponents who problematize the agreements. So far, all 'arguments' have led to some political coloring," she said.
He says that the "motive" of the actions of the President of the Council of the Agency for the Protection of Competition, Dragan Damjanović, "at the minute to 12" is "questionable", indicating that the documents were publicly available and that the agency could have acted by now, but that it did not.
When asked whether the Government has an estimate of long-term revenues for the state and whether it is available to MPs before the debate, she said that, "in order to have an analysis, you have to be sure that the project will be implemented in a specific location."
"I don't dispute that there was interest in Velika Plaža, we are currently far from any concrete figures and economic indicators. A large investment like this would have an effect on Montenegro."
He says that a large investment would have an impact on overall economic development, meaning that the project would "imply a chain reaction" and the opening of an investment cycle.
When asked by a journalist that billionaire Mohamed Alabar "denied Prime Minister Milojko Spajić's statement that he planned to invest 35 billion euros in Velika Plaza, Adžović said:
"The figure of 30, 35 billion euros is the entire project, not specifically the investment of the investor himself, but what it will cause in the market."
Speaking about the procedure if the laws are adopted and come into force, she explained that the next step is for the executive branch to contact the UAE government and inform them about it, after which the conditions are met for the UAE to propose an entity, and then the Government will consider whether they agree. If the Government accepts this, direct communication will be established with the proposed entity.
She said that the state will protect its interests and will not allow contractual obligations to be unfulfilled.
When asked whether a 99-year lease of Velika Plaza was acceptable, Adžović said that they "have communicated more than clearly that the sale or lease models are not models that this government welcomes."
"For this reason, the Government's proposed model is that the state enters into such a project as a co-investor, with its own land, and on account of its share in the project itself, it has a share in the investment itself, in the profits, and has rights in the management bodies... Simply put, such a large project should be entered into as an investor, the state enters into such a project as a co-investor," said the minister.
She pointed out that at this moment it is not known whether Alabar will be an investor, because it depends on the UAE Government, if the agreements are adopted, who they will propose, and on the Government of Montenegro whether they will then accept it.
