The Budva Municipality has granted seventy-two-year-old Stanislava Nenezić an apartment for use, a few hours after she was evicted from the so-called Kaja's house, where she had lived for 23 years, by a decision of the Secretariat for Communal and Housing.
Thus, the multi-year drama accompanied by court proceedings and unsuccessful attempts to evict the owner of the Avala Hotel has ended, but a permanent solution will be reached by the Budva Municipal Assembly (MA), which, at the request of the Mayor of the Municipality, Nikola Jovanović, should grant Nenezić the right to use one of the municipal apartments.
"They promised that we would live here as long as we were alive," said Nenezić.
And the promise that Nenezić received in 2002, while she was working at HTP Budvanska rivijera, that she would use ten square meters of a room in the so-called Kaja's house for life without ownership rights, can now officially be said to have not been fulfilled.
But what they have been trying to do for years, as Nenezić claims, is to evict her from the accommodation where she has spent the last 23 years on disability pension.
"How wonderful death is. I am 72 years old. That I am now being thrown out onto the street at the age of 72, that my company Budvnska rivijera will not lift a finger to help me solve my housing issue as their employee," said Nenezić.
Persistent attempts by the owners of the Avala Hotel, the Bepler and Jacobson Montenegro company, to evict her from the room that had become their property through privatization, were unsuccessful until July 2019, when the Municipality of Budva issued a decision to evict her.
However, three months later, the Chief Administrator of the Municipality of Budva accepted the appeal of her lawyer and sent the case back for a new decision.
The Municipality of Budva says that they only implemented the court decision.
"The Administrative Court of Montenegro issued a judgment on 22.04.2021, which accepted the lawsuit of the applicant 'BEPPLER & JACOBSON MONTENEGRO' DOO – BUDVA and annulled the cited decision of the Chief Administrator of the Municipality of Budva. In implementing the aforementioned judgment, the Chief Administrator of the Municipality of Budva rejected the appeal of Stanislava Nenezić on 03.06.2021, thus confirming the Decision on the eviction of this body of 23.07," the Office of the President of the Municipality of Budva announced.
So, after several failed attempts, the eviction decision was implemented this morning, and Stanislava remained on a chair in front of Kaja's locked house.
"I'm sleeping in front of the house tonight. I'm not moving. So if I wake up alive, I wake up alive," said Nenezić.
However, after just a few hours, the situation changed. The Municipality of Budva provided her with accommodation, based on whose decision she was evicted.
"Although it is not the jurisdiction of the Municipality of Budva, we have provided accommodation for Ms. Nenezić in adequate space and much better conditions than she had before, and she moved into a housing unit today, for which we have assumed the obligation to pay. The Mayor of the Municipality will initiate the Budva Municipal Assembly to grant Ms. Nenezić the right to use one of the municipal apartments, and until that moment, Ms. Nenezić will safely and conditionally reside in the secured housing unit," they said in a statement from the Office of the Mayor of the Municipality of Budva.
The Municipality of Budva says that resolving the housing issue for Stanislava Nenezić was the responsibility of the HTP "Budvanska rivijera", where she spent her working life and which gave her the room from which she was evicted.
