Radić: If Alabar does not conclude contracts for the lease of the bathing area, the contracts will be offered to second-ranked bidders

"For us, every user is equal, the law must be respected. If Mr. Alabar does not sign the contracts, the state will not be harmed," said Srđan Radić, head of the Coastal Control Service, on "Colors of Morning" on the Vijesti TV program.

In the next five to ten days, Morsko dobro will have information on whether the investor from the United Arab Emirates (UAE) Mohamed Alabar is willing to conclude contracts for the lease of nine beaches on Velika Plaza, as the most favorable bidder.

If it does not do so, the public company will activate bank guarantees in the amount of half a million to a million euros, and the contracts will be offered to second-ranked bidders, said Srđan Radić, head of the Coastal Zone Control Service, on the "Colors of Morning" program on Television Vijesti.

"For us, every user is equal, the law must be respected. If Mr. Alabar does not sign the contracts, the state will not be harmed," he said.

He pointed out that more than 90 percent of contracts with beach tenants are ready to be concluded and believes that everything will be ready for the start of the tourist season at the beginning of June.

"The only exceptions are situations related to so-called indecent – multi-million dollar offers, where administrative and legal proceedings are underway," he pointed out.

Cases of such offers have been recorded in all coastal cities. For example, in Ulcinj, an offer worth six million euros was received for the Valdanos beach.

"The procedure has been further slowed down because some bidders are deliberately making it difficult to deliver decisions, thereby trying to extend deadlines and avoid final decisions. However, all these tactics have their end - when users ignore the decision, it is posted on the Coastal Administration's bulletin board, thus becoming final. In the next ten days, we expect the situation with multi-million bids to be completely clarified. If a bidder nevertheless accepts the terms and concludes a contract, the tender will not have to be repeated," said Radić.

He points out that 50 percent of tenants have retained their positions, while the other half are new users, which he considers an incentive for competition and a better offer.

"Compare, in 2019, the revenue of the Coastal Zone was five million euros. Now we are heading towards 35 million. This is the result of the tender and an indicator that more money will be invested in the coast," Radić pointed out.

He emphasizes that the public company is ready to more decisively start the fight against illegal construction this year, especially in Ulcinj, Bar and Budva.

"A new program for temporary facilities has been adopted. We are working in two shifts, and controls will last until late in the evening. We will not allow the coast to look like a fairground," he said.

Radić does not expect a significant increase in the price of beach furniture and appeals for moderation.

"I don't expect major price increases. The market will punish prices that are too high. We all know it's not easy, but we have to find a balance so that guests want to come back," he said.
