After the Ministry of Justice announced that hate speech would be treated as a criminal offense through amendments to the Criminal Code, the State Secretary of that department, Sergej Sekulović, explained on TV Vijesti's Boje jutra that this was done due to the assessment that there was a social need for it.
Referring to the practice of the European Court of Human Rights and the European Convention, Sekulović said that hate speech is defined as a form of abuse of freedom of expression, which aims to completely nullify the rights of others.
The amended Criminal Code will be sent to the European Commission for an opinion, and then it will go to a public hearing.
