The Spatial Plan of Montenegro until 2040 will soon be submitted to the parliament, and immediately after that, the Podgorica Urban Development Plan will be adopted.
"So the Podgorica SPA will be able to be adopted immediately after the adoption of the Spatial Plan of Montenegro by the Parliament, given that it is ready, it is only waiting for the legal and technical part, which, as the older one, must be adopted," said Slaven Radunović, Minister of Spatial Planning and Urbanism.
In this way, says Radunović, legal conditions are created for the implementation of the Velje brdo project, which is mentioned in only one paragraph in the Spatial Plan, because, as he explains, the details will be found in the Podgorica Urban Development Plan.
"Now we are going into details about whether construction started three days before or three days after, or whether every document was completed on time. Everything will fall into place and Velje Brdo will be the decoration of Podgorica," the minister added.
The spatial plan also mentions the Komarnica hydroelectric power plant, for which project documentation is already being prepared. Environmentalists have been opposing the project for years because, as they say, it seriously threatens untouched nature, biodiversity, and local communities.
"We still believe that it is needed by the energy system, and that its final fate will depend on the views and assessment of the competent Environmental Protection Agency," emphasized Svetlana Jovanović, head of the Spatial Plan development.
The Agency did not give its consent to the Strategic Environmental Assessment Report, which was published by Television Vijesti yesterday. This violated the Strategic Assessment Law, according to the non-governmental sector. The Ministry did not clearly deny these allegations, but stated that they had received the necessary opinion from the Agency.
"The opinion came precisely for this reason because you know that you can't always resolve all spatial conflicts, as I said, two conflicts were pointed out. One is Komarnica and the other is the Velika Plaza area," said Marina Izgarević - Pavicevic on behalf of the Ministry of Spatial Planning.
The Ulcinj Velika Plaza area is presented in two ways in the Plan. In the tourism section, it is stated that Velika Plaza still represents the greatest potential for the development of an exclusive tourist complex, and at the same time, the beach is listed among the protected natural monuments, as well as being a candidate for the internationally protected EMERALD area.
