Spatial plan - mass construction or spatial protection?

• What does the Spatial Plan of Montenegro until 2040, which will finally be discussed in Parliament, foresee?
• Does this document open the door to mass urbanization of areas where construction has not been allowed until now, or to better protection of space?
• Do we need new apartments or new tourist complexes, and will we be driving on better roads in at least 15 years?
• Why are representatives of the Ministry of Spatial Planning, Urbanism and State Property, the profession, and even MPs from the ruling majority avoiding the debate on, as they themselves say, the most important document after the Constitution?
