The Director of the Environmental Protection Agency, Milan Gazdić, announced that the Report on the Strategic Impact Assessment of the Spatial Plan of Montenegro, which was adopted yesterday by the Parliament, specifically emphasized that the construction of the Komarnica hydroelectric power plant would pose a serious threat to biodiversity and landscape values, so the Agency recommended that the Government abandon the project.
Similar recommendations apply to Buljarica and Velika Plaža, where only the development of sustainable tourism is allowed, with strict environmental conditions.
Gazdić also claims that each future project must undergo an additional individual environmental impact assessment and receive special approval from the Agency.
The Parliament of Montenegro adopted the Spatial Plan until 2040 yesterday, without the consent of the Environmental Protection Agency to the planning document itself. This was confirmed by the Agency's director on Boje jutra on Vijesti Television.
"Consent to the strategic impact assessment report. So, it is absolutely not giving consent to the spatial plan, but to the strategic assessment report," said Gazdić.
The strategic assessment report clearly emphasizes that future energy facilities should be planned outside the boundaries of protected areas, with a special warning about the harmful consequences of the construction of the Komarnica hydroelectric power plant.
"According to the strategic assessment report, the construction of the Komarnica hydroelectric power plant poses a serious threat to the nature and landscape values of Montenegro. It is recommended that the project be abandoned," said Gazdić.
The report also recognized construction in the Buljarica and Velika Plaza zones as one of the critical issues for preserving biodiversity and sustainable development.
"So - sustainable tourism is the only thing allowed in that area. Sustainable tourism. So, we are protecting nature here. This report is in line with that principle. Nature protection, how can I not give consent to something like that? If he tells you, this, that, that, that should be banned, how can I not give consent?" said Gazdić.
He emphasized that all comments from the Strategic Environmental Impact Assessment Report are binding and that any future project must undergo an additional, separate strategic impact assessment before obtaining further permits.
