Minister of Ecology Damjan Ćulafić claims that three members of the Board of Directors of the Eco-Fund illegally decided to nominate Ljubiša Konatar as the director of the institution. He says they could not do this because they no longer have a mandate. The mandate of the current director, Draško Boljević, is about to expire.
"Their mandate ended on two grounds - primarily on July 16th of this year when one of the members of the Board of Directors resigned. And on July 17th, the Government adopted the Business Report and Financial Statement of the Eco Fund, and this is also, in accordance with the decision to establish the Fund, one of the circumstances due to which the Board's mandate ended. These three people simply decided to embark on a legal coup," said Ćulafić.
He says that these are Svetlana Drobnjak, Andrej Vučeković and Miloj Šundić.
Vučeković, on the other hand, claims that their mandate is still in effect, because the member who allegedly announced her resignation participated in the Board meeting where decisions were made on the candidates who applied for the position of director of the Eco-Fund, which currently has 24 million euros in its account.
"The mandate of the Committee can only be terminated by those who gave it that mandate, or in this case, the Government of Montenegro," Vučeković is convinced.
He explains that they were obliged to announce the competition, given that Boljević, who was on the Democrats' list for the Podgorica elections three years ago, is running for director. He claims that they were obliged to announce the competition, and that of all the applicants, Ljubiša Konatar, who headed the Directorate for Inspection Supervision during the mandate of former Minister of Ecology Ratko Mitrović, had complete documentation.
Vučeković accuses the legal department of obstructing them from filing this decision in the archives.
"The director prevented this proposed decision from being registered by organizing the deratization of the business premises in the Eco-Fund. However, after the inspection entered the business premises, the director returned a number of employees to work, so we managed to register our decision, forward it to the relevant minister, and we did our job," he says.
The relevant minister, however, claims that three members of the Committee tried to game the system.
"I was particularly surprised by the former president of the Board of Directors - Svetlana Drobnjak, that she decided to still draft an act and use the Eco-Fund Memorandum, which is available on the internet, and to register that act in the form of a proposal in the archives of the Eco-Fund, in the archives of the General Secretariat of the Government of Montenegro, and this morning in the archives of the Ministry of Ecology. There is no legal basis for it to proceed further in the procedure," states Ćulafić.
The Prosecutor's Office will determine who did their job properly and who did it illegally, after Minister Čulafić filed criminal charges against them.
"Three former members of the Board of Directors of the Eco Fund committed a premeditated criminal offense - false representation and forgery of documents," the minister said.
Andrej Vučeković does not mind the minister's move, in fact - he calls on him to take all necessary measures and concludes that only the competent institutions can determine anyone's guilt.
