The implementation of new measures against reckless parking began in Podgorica today.
Vehicles of users with debts to the Parking Service, as well as those without license plates, can now be blocked with a special device - called a "claw".
While the Parking Service says that the goal of this measure is to better organize traffic and raise awareness about the importance of paying for parking, the question arises as to whether the capital city is violating the law in this way or not.
The cost of unblocking is 30 euros. However, in order to collect your vehicle and continue using it, you will also have to pay all previous debts to the Parking Service.
The Parking Service says that the introduction of the blockades is just one step towards a more efficient and accessible parking system in the capital, and they emphasized that if damage occurs to the vehicle during the installation of the blockade device, all repair costs will be borne by the Parking Service.
Parking service did not answer the question of Television Vijesti whether their decision was in accordance with the law or not. Namely, ten years ago, the Constitutional Court, in similar situations in Herceg Novi and Ulcinj, clearly stated that such sanctions must have a legal basis. In other words, if such sanctions do not arise from the law, but only from a municipal decision or practice, as is the case now with Podgorica, then this is not allowed.
