The President of the Tender Commission for Concession of Montenegrin Airports, Nik Đeljošaj, has scheduled a session of that body for tomorrow (Friday, September 26) at noon, Televizija Vijesti has learned.
This session should bring a final answer to the question of whether there will be a new scoring of the two bidders, and it is also possible that the members of the commission will decide tomorrow who they will propose to the Government as the concessionaire of Montenegrin airports.
All this is concluded from the proposed agenda for tomorrow's session, which is scheduled to act on the decision of the Government Commission for the Award of Concessions, after the Administrative Court two days ago rejected the objection of the Luxembourg-American company "Corporacion América Airports SA" (CAAP), which requested that the decision be annulled, stating that the criteria for scoring bids were illegally changed, according to which the South Korean company "Incheon International Airport Corporation" (IIAC) was ranked first, and the Luxembourg-American consortium was ranked second.
According to the proposed agenda, the Tender Commission should first consider the objections of the Luxembourg-American company, as well as the decisions of the Government Commission and the Administrative Court, and then act on the decision of the Concessions Commission.
The question is, what will be the further course of the tender procedure, given previous events and different interpretations of the members of the Tender Commission.
