The President of the Municipality of Nikšić, Marko Kovačević, will answer before the Nikšić Court for Misdemeanors on November 7th, following a report by the Higher Prosecutor's Office that he incited hatred on ethnic grounds during a speech in Grahovo in June last year, TV Vijesti was informed by the court.
On May 12, the Higher Prosecutor's Office dismissed the criminal charges against Kovačević for the criminal offense of inciting national, racial and religious hatred, assessing that his actions constituted elements of a misdemeanor.
During the commemoration of the Battle of Grahovo on June 13, 2024, Kovačević, speaking about "former rulers and their henchmen," said that "those who do not want to be like brothers, but rather resemble Turks, will be treated like Turks."
"The Podgorica Misdemeanor Court, Nikšić Department, received a request from the Podgorica State Prosecutor's Office to initiate misdemeanor proceedings against the defendant Marko Kovačević for committing a misdemeanor under Article 34, paragraph 4 of the Law on Prohibition of Discrimination, on September 17, 2025. The hearing is scheduled for November 7, 2025 at 8:00 a.m.," judge and court spokesperson Ana Bokan told TV Vijesti.
The first man of the Municipality of Nikšić denied that he incited hatred, and if he is found responsible, he could be fined up to 2.000 euros.
The Law on Prohibition of Discrimination stipulates that, in addition to a fine, the court may also impose one of the protective measures, including public announcement of the decision and a ban on performing duties, which cannot last longer than half a year.
