While judicial reform and an increase in the number of judges have been discussed for years, cases before basic courts, where citizens most often complain, continue to pile up.
Data shows that in the largest, Podgorica Basic Court, there are cases that have not been completed since 2009.
The Human Rights Action says that judges must be more prompt in order to provide citizens with trials within a reasonable time and to make up for the backlog from previous years.
